About this opportunity
The City of Maricopa, Arizona, is requesting qualifications for Architect/Engineering services for a Construction Manager at Risk project covering intersection improvements at Honeycutt Road and the White and Parker Road intersection, with qualifications due May 7, 2026, at 3:00 p.m. and a pre-submittal meeting on April 15, 2026, at 10:00 a.m. This is a qualifications-based selection in which pricing is not a primary evaluation criterion.
The scope spans design and engineering for widening Honeycutt Road from two lanes to four lanes through the intersection, expanding White and Parker Road, relocating traffic signals to ultimate location, designing street lighting, realigning the existing MSIDD drainage channel, relocating and/or widening the box culvert on the east side of the intersection, and relocating and/or undergrounding MSIDD laterals and ED3 Power Lines while coordinating with WAPA to maintain overhead power lines. Design phases progress from a Project Assessment phase (two design concepts at 15% completion with Engineer's Estimates) through 30% completion, with potential advancement to 60%, 90%, and 100% sealed Construction Documents and post-design services (submittal review, conflict resolution, Record Drawings) contingent on construction fund availability. The PA phase duration is eight months from Notice to Proceed; the 100% Construction Documents phase is ten months.
Qualifying firms must demonstrate experience with comparable projects for Arizona municipalities, maintain at least one Arizona office location, and hold current Arizona licensure. Performance and payment bonds are required. Key personnel assigned to the project cannot be removed or replaced without written City notice; any absence exceeding thirty consecutive calendar days or substantial reduction in effort requires immediate City notification and, subject to City concurrence, replacement with personnel of equal ability and qualifications.
Evaluation allocates 45 points to capabilities, 30 points to compliance with scope of services and qualifications, 12 points to references, and 13 points to staffing plan, for a total of 100 points. Qualifications are limited to twelve pages excluding attachments and resumes. The contract commences upon award with an initial one-year term and may be renewed for four additional one-year terms. Liquidated damages are set at one hundred dollars per calendar day of delay. All deliverables must conform to the City of Maricopa Engineering Design Standards Manual and Design Standards Appendix.
