About this opportunity
The California Department of Fish and Wildlife is requesting qualifications for land surveying services statewide under RFQ A&E P2691002, with Statements of Qualifications due July 9, 2026 at 5:00 PM Pacific Time. This is a four-year term running July 15, 2026 through July 14, 2030, with a maximum contract value of $5 million and compensation on a time-and-materials basis at hourly rates to be negotiated after firm selection.
The scope covers boundary surveys, legal descriptions, easement and rights research, GIS development, and review of surveying products across CDFW's portfolio of over 749 properties statewide, with priority focus on properties listed in Exhibit A across six regions (Northern, North Central, Bay Delta, Central, South Coast, and Inland Deserts). Work includes field reconnaissance, boundary monumentation, Record of Land Survey preparation, property line staking, and deliverables in AutoCAD Civil 3D and ESRI GIS formats. Many sites are located in remote areas.
Proposers must demonstrate multiple Licensed Land Surveyors with boundary and Public Lands Survey System experience, statewide office locations or documented ability to service sites throughout California, quality control procedures, proficiency in GIS and Autodesk Civil3D, and prior experience with state or federal resource agencies. Contractors must maintain comprehensive insurance including $1 million Commercial General Liability and $1 million Professional Liability per occurrence; travel is reimbursable at CalHR subsistence allowances.
Evaluation follows three phases: Phase I administrative compliance review, Phase II qualifications and experience scoring (70-point minimum to advance), and Phase III reference checks. Award will be made to the best-qualified firm with whom CDFW can negotiate fair and reasonable pricing. Small Business preference does not apply to Architectural and Engineering RFQs under state law; DVBE participation requirements have been waived for this solicitation.
