About this opportunity

The Massachusetts Bay Transportation Authority (MBTA) is requesting qualifications from developers for a joint development opportunity at the Lynn Garage in Lynn, Massachusetts, with Statements of Qualifications due December 16, 2026, as Stage 1 of a two-stage procurement process.

The project involves a 3.6-acre transit-oriented mixed-use development on a site containing an approximately 948-space parking structure. The MBTA seeks qualified firms to plan, design, develop, finance, construct, own, and operate the project. Development is permitted by-right under City of Lynn zoning ordinance up to ten stories with commercial ground floors and must include ten percent of residential units at sixty percent of area median income. The project must preserve 100 parking spaces for MBTA operations and customer use and maintain a busway for bus operations. Ground floor activation, sustainability, and climate resiliency are emphasized.

Respondents must submit Statements of Qualifications addressing organizational structure, relevant experience, key personnel, project vision, and financial capacity. The submission package requires completion of six mandatory forms: SOQ Transmittal Letter, Responsible Respondent Information and Questionnaire, Certification of Debarment and Suspension, Conflict of Interest Certification, MBTA Security Sensitive Information Certification and Conditions of Custody, and Non-Disclosure and Confidentiality Agreement. Proposers must demonstrate financial capacity and past project experience and identify all major participants and affiliates.

The MBTA anticipates shortlist notification in January 2027 and issuance of Stage 2 Request for Proposals in March 2027. Selected respondents will enter into a Pre-Development Agreement followed by negotiation of a long-term ground lease. Stage 2 evaluation will assess development proposals, financing approaches, permitting strategies, and project delivery schedules.

A pre-bid conference is scheduled for November 2, 2026, at 2:00 p.m. via Microsoft Teams, with one-on-one meetings available November 9–19, 2026. Questions are due November 23, 2026, at 2:00 p.m., with answers published by December 4, 2026. The MBTA retains all rights to modify, cancel, or reject the procurement and bears no obligation to reimburse submission costs.
