About this opportunity

The Southwest Ohio Regional Transit Authority (SORTA) issued Request for Quotation (RFQ) 5340 for inventory parts essential to transit operations in Hamilton County and Cleveland City, Ohio. This procurement solicits bids for 33 line items comprising various transit vehicle components, including filters, pumps, hoses, sensors, belts, valves, and other mechanical and electrical parts, with item quantities ranging from 1 to 72 units depending on the part type. All bids must be submitted electronically through the e-Procurement Portal at https://procurement.opengov.com/portal/go-metro by April 7, 2026, at 11:00 a.m., with bids submitted in any other format considered non-responsive. Pricing must be all-inclusive of freight charges and submitted through the designated pricing table within the portal. Vendors must provide lead times in days reflecting the time required to fulfill the entire delivered quantity for each line item, enter this information in the notes column, and note any core fees in the notes field. Vendors quoting non-OEM or alternative part numbers must identify these using the format (RM#######). The contract will be awarded to the responsible bidder submitting the lowest responsive bid, with evaluation criteria including bidder character, integrity, financial resources, technical capability, past performance, DBE compliance, and ability to meet delivery schedules. Quotes are valid for 30 days from submission, and inquiries should be directed to David Drummonds, Supply Chain Coordinator, at ddrummonds@go-metro.com or (513) 632-7548.

The RFQ includes evaluation criteria that assess DBE compliance, indicating that disadvantaged business enterprises may receive consideration in the award process. SORTA reserves the right to accept or reject any or all bids in whole or in part, providing flexibility in the procurement process. No specific incumbent vendors, current contractors, or existing infrastructure requirements are identified in this solicitation. No budget range or award value is provided in the RFQ documentation, meaning the final contract amount will be determined by the lowest responsive bid submitted for the required inventory parts. Vendors must maintain financial resources and technical capability to support transit operations and meet SORTA's delivery schedules to be considered responsible bidders.

RFQ Bid Form Instructions

BIDS NOT SUBMITTED THROUGH E-PROCUREMENT PORTAL WILL BE CONSIDERED NON-RESPONSIVE

PLEASE CONTACT THE BUYER DIRECTLY WITH ANY QUESTIONS OR PROBLEMS WITH A BID

• All suppliers shall utilize the pricing table within the E-procurement portal. Bids received in other formats may be considered non-responsive.

• Items of Importance:

  1. All quotes must have the freight included in the price.
  2. Lead time: L/T must be noted in the NOTES column in the bid table. This is the lead-time required to fulfill the entire delivered qty on the RFQ. Lead-time should be in days only and reflect the number of days required to fulfill the entire delivered qty on the RFQ.
  3. "Stock" quotes are subjective and will still require a L/T in days for us to fairly evaluate bids.
  4. If the part is not OEM or the specific part # requested, please put the following format in the lead time notes with the specific part # you are quoting. (RM#######)
  5. Enter any Core fee in the NOTES field located in the pricing table
  6. If you do not carry a part, please select "no bid."
