About this opportunity

The Georgia Department of Transportation (GDOT) is issuing a Request for Qualifications (RFQ 484-121825A) for on-call Lighting Engineering and Design Services on an Indefinite Delivery, Indefinite Quantity (IDIQ) basis, divided into two separate regional contracts. Contract 1 covers Region 1 (Districts 1, 6, and 7), while Contract 2 covers Region 2 (Districts 2, 3, 4, and 5). The scope of work includes preparing complete lighting plans for roadways, interchanges, intersections, tunnels, and underpasses; evaluating and analyzing existing lighting systems; conducting field evaluations and photometric studies; preparing photometric layouts and cost estimates; reviewing shop drawings during construction; and coordinating with utilities and other design disciplines. Responding firms must demonstrate prequalification in required GDOT Area Classes, including Highway Lighting (3.15), Land Surveying (5.01), Engineering Surveying (5.02), Soil Survey Studies (6.01a), and Geological & Geophysical Studies (6.01b). The evaluation process occurs in two phases: Phase I evaluates firms based on Project Manager and Key Team Leader experience and qualifications (30% weight), Additional Resources and approach to challenges (20% weight), and Prime Consultant past performance (10% weight); Phase II focuses on Technical Approach (40% weight) and may include presentations or interviews at GDOT's discretion. Three finalists have been selected for each region: Atlanta Consulting Engineers, Inc., Rummel, Klepper & Kahl, LLP (RK&K), and Wi-Skies, LLC. The original RFQ deadline for written questions was January 7, 2026, at 2:00 PM, with Statements of Qualifications due January 16, 2026, at 2:00 PM; this is a reposting of a previously cancelled solicitation currently under evaluation.

The procurement documents do not specify set-aside designations or restrictions limiting responses to particular types of organizations, nor do they identify disadvantaged enterprise requirements. No incumbent contractors or current vendors are identified in the available documentation. Firms selected for award must submit completed Project Evaluation Forms for all similar projects referenced, along with notarized Certification Forms and Georgia Security and Immigration Compliance Act Affidavits as part of their Phase II response if shortlisted. Each on-call IDIQ contract will have a minimum dollar value of $25,000 and a maximum of $5,000,000, with contract terms remaining in effect for up to five years. Payment methods will be negotiated following selection and may include Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation structures. GDOT anticipates awarding two separate on-call IDIQ contracts to the top-ranked firms following successful completion of the two-phase evaluation process.
