About this opportunity
The Georgia Department of Transportation (GDOT) is requesting qualifications for traffic projections and forecasting studies across two indefinite delivery, indefinite quantity (IDIQ) on-call contracts under RFQ 484-072026, with Statements of Qualifications due July 20, 2026 at 2:00 PM and written questions due June 24, 2026 at 2:00 PM. Contract 1 covers GDOT Districts 1, 2, 4, and 5; Contract 2 covers Districts 3, 6, and 7. GDOT anticipates awarding two separate contracts to two firms, with at least three finalists shortlisted for Phase II evaluation.
Proposing teams must hold valid GDOT prequalification in three required Area Classes: 1.01 Statewide Systems Planning, 1.02 Urban Area & Regional Transportation Planning, and 1.10 Traffic Studies. The prime consultant must maintain prequalification in all three classes. This is the central eligibility filter.
Scope includes site visits, coordination meetings, GPS data collection, raw traffic counts, turning movement counts, vehicle classification counts, and design traffic forecasts in accordance with GDOT's Design Traffic Forecasting Manual, AASHTO guidelines, and FHWA Traffic Monitoring Guide standards. Services are performed at sites designated by GDOT's Office of Planning across the assigned districts.
Each IDIQ contract carries a minimum of $25,000 and a maximum of $10 million, with payment structured as lump sum, cost plus fixed fee, cost per unit of work, or specific rate of compensation to be negotiated following selection. Contract term is up to five years.
Evaluation occurs in two phases. Phase I (60% of total scoring) assesses project manager and key team leader qualifications (30%), additional resources and challenges (20%), and prime consultant experience and past performance (10%). Phase II (40%) evaluates technical approach (40%) and presentations or interviews as determined by GDOT. Final selection is determined by combined Phase I and Phase II scores.
Respondents must provide a Contract Consideration Checklist, organizational charts, current GDOT Contract Management Information System evaluation forms for referenced projects, evidence of comparable project experience, and certification documents. Inquiries are directed to Rhonda Hightower-Rucker at rhightower-rucker@dot.ga.gov. All updates are posted to the Georgia Procurement Registry.
