About this opportunity
The Georgia Department of Transportation (GDOT) has issued Request for Qualifications (RFQ-484-032525) for Construction Engineering and Inspection (CEI) services in District 3 - Thomaston, covering construction projects in the Thomaston, Columbus, Perry, Macon, and LaGrange Area Offices. The procurement seeks a consultant to provide approximately 85 full-time employees for contract administration, inspection, and materials sampling and testing across various project types including new construction, road widening, pavement rehabilitation, bridge replacement, safety improvements, and resurfacing. Firms must be prequalified in Area Class 8.01 (Construction Engineering and Supervision) and prepared to perform inspections potentially during nights and weekends. The evaluation process is two-phased, with 50% of the total score dedicated to experience and qualifications in Phase I, and the remaining 50% focused on technical approach and past performance in Phase II. Key submission deadlines include March 10, 2025, for questions and March 25, 2025, for Statements of Qualifications, with the contract initially structured for a three-year term and potential extension up to five years total.
The solicitation includes a commitment to Disadvantaged Business Enterprise (DBE) participation, with GDOT's Board adopting an 11% overall annual goal for federally funded projects. While not a fixed quota, this suggests an emphasis on inclusive contracting practices. The contract will be structured as an On-Call Indefinite Delivery, Indefinite Quantity agreement with a substantial financial range, featuring a minimum value of $25,000 and a maximum potential value of $55 million. Pricing terms will be negotiated with the selected firm and may be structured as Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation. Prime consultants and team members will need to demonstrate comprehensive qualifications in construction engineering and inspection services, with the expectation of providing skilled personnel capable of managing complex transportation infrastructure projects across multiple Georgia counties, including Bibb County and surrounding areas.
