About this opportunity
The California Public Utilities Commission (CPUC) is soliciting bids through Request for Quote 39344 for comprehensive Halon Fire Suppression System services at its San Francisco location. The procurement encompasses inspection, maintenance, incident response, and parts replacement services for the existing FenwalNET 8000-ML Halon fire suppression system located on the 3rd Floor Communications and Server Rooms at 505 Van Ness Avenue, San Francisco, California (Control Unit: Model FenwalNET 8000-ML, Serial No. PYM 53226101, Part No. 74-800100-001). Required deliverables include annual and semi-annual inspections in accordance with National Fire Protection Association (NFPA) 2001 standards, five-year and recurring pre-action system inspections per Title 19/NFPA 25, incident response services, parts replacement for end-of-life or defective components, and compliance reporting through The Compliance engine if required by jurisdiction. Contractors must submit individual hourly rates and costs for each deliverable on the required Cost Worksheet, with a fixed annual parts replacement budget of $10,000 per year. The submission deadline for written questions is May 25, 2026, with state responses due May 27, 2026; bid submissions are due June 3, 2026, with bid review commencing June 4, 2026 and award notification anticipated June 5, 2026. The anticipated contract start date is June 30, 2026, with a base term through June 30, 2028, and the CPUC reserves the option to extend for three additional one-year terms at original assessed rates. Evaluation will use a "Best Value" approach with Pass/Fail scoring for administrative requirements and cost evaluation for a maximum of 100 points based on lowest total cost. Bidders may conduct discretionary site visits during the bid process with reasonable notice.
The procurement includes several preference and incentive programs available to qualified contractors: a five percent (5%) Small Business or Micro Business preference is available to certified SB/MB entities, while non-SB/MB bidders may qualify for a five percent (5%) preference by committing to subcontract at least 25 percent of total cost to California-certified SB/MB firms. Additionally, a Disabled Veteran Business Enterprise (DVBE) incentive is available based on confirmed DVBE participation levels, ranging from one percent to five percent or greater, with corresponding incentive percentages from one percent to five percent. The maximum combined preferences and incentives are capped at $100,000. Bidders must submit completed administrative forms including the Cover Page, Payee Data Record STD 204, Bidder Declaration Form GSPD-05-105, DVBE Declarations if applicable, California Civil Rights Laws Certification for contracts exceeding $100,000, and signed Confidentiality Statements for all assigned staff. The total contract cost cannot exceed $239,600.00 across the two-year base term plus three optional years, with unanticipated tasks budgeted at five percent (5%) of the total contract base value. The State of California will serve as the primary employer responsible for funding.
