About this opportunity

Pikes Peak State College is requesting qualifications for an as-needed architectural and engineering consulting services pool under RFQ 2768, with prequalification submittals due November 12, 2026 at 2:00 PM, followed by mandatory oral interviews the week of December 2–3, 2026. The College will pre-qualify up to three firms to provide design services for building renovations, space modifications, facility improvements, and parking lot upgrades across its four Colorado Springs campuses using a Design/Bid/Build delivery method. Colorado labor preference applies, requiring at least 80 percent of public works performance by Colorado residents. For projects exceeding $500,000, the Buy Clean Colorado Act applies, requiring Environmental Product Declarations for eligible materials.

Respondents must hold licensure as a registered architect in Colorado, maintain a location within 80 miles of the Centennial Campus, have no prior termination from State contracts, and have operated continuously under the same business name for two years. Firms must submit a mandatory Acknowledgment and Attestation Form and affirm acceptance of the standard Office of the State Architect architectural/engineering contract terms (Appendix B) without reservation.

Individual project budgets range from $50,000 to $1 million, with no guaranteed minimum workload over the initial two-year term. The College will assign projects as needed; selection does not preclude respondents from pursuing other Pikes Peak State College contracting opportunities. Submittals are limited to five double-sided pages and must address consultant team qualifications, firm capabilities, prior experience with similar projects, budget control and quality assurance methodologies, and work location details. Evaluation emphasizes consultant team experience, firm management structure and certifications, response capabilities (proposal within one week, work commencement within two weeks), prior project experience with references, and management approaches for design administration and service delivery across all campuses. Clarifications are due November 2, 2026; final addenda will be posted by November 5. The College anticipates final selection by December 11, 2026, with services commencing January 1, 2027.
