About this opportunity

The City of Albany, Georgia is requesting qualifications for engineering services to support the Albany Medical District Housing Project, a 4.035-acre residential subdivision on the south side of the 500 Block of Second Avenue, with sealed proposals due September 9, 2026 at 5:00 p.m.

The scope includes four sequential phases: platting and subdivision plat approval; engineering design and permitting (topographic survey, lot grading, stormwater drainage, utility design, erosion control, and cost estimation); bidding phase support; and construction administration (meetings, inspections, pay application review, and closeout). The project subdivides the parcel into 18 single-family units and 10 townhome/live-work units with an alleyway bisection and widening of West First Street to current city standards. All contract documents, plans, and deliverables become the property of the City of Albany without additional compensation.

The project is funded by a U.S. Department of Housing and Urban Development grant, with permit fees paid by the Grant Administrator. Pricing and compensation terms are subject to negotiation following the Brooks Act selection process, with the most highly qualified firm contacted first for contract negotiations. Firms must maintain comprehensive insurance coverage including general liability of $1 million, professional liability of $1 million, and workers' compensation at statutory limits. Compliance with the Georgia Security and Immigration Compliance Act and Federal Work Authorization Program (E-Verify) registration are mandatory.

Evaluation criteria weight Project Approach and Understanding at 50 percent, References and Portfolio at 30 percent, and Work Schedule at 20 percent. The City encourages Disadvantaged Business Enterprise participation. Questions are due August 27, 2026 at 2:30 p.m. Proposals require one original (labeled), one electronic PDF copy, and five hard copies submitted to the City of Albany Procurement Division, 222 Pine Avenue, Suite 260, Albany, GA 31701.
