About this opportunity

The Massachusetts Office of Local and Regional Health (OLRH) is soliciting proposals from qualified municipalities for local public health support services to FIFA 2026 World Cup community events under RFQ 262369380326, with responses due June 12, 2026 at 5:00 p.m. Eligibility is restricted to municipalities already qualified as vendors on Master Service Agreement #236938 for Public Health Services at the Local and Regional Level.

The scope covers one-time funding of up to $15,000 per community event hosted in parks, community centers, or other public spaces. Allowable expenses include local public health staffing beyond existing levels, contracted inspectors, translation services, condoms, aloe vera lotion/cream, handwashing station rentals, and cooling/misting tents; municipalities may propose additional allowable expenses subject to OLRH approval.

The total estimated procurement value is $160,000, with an estimated annualized amount of $10,000 to $30,000 per municipality. Awards are made on a rolling basis until funding is expended. The engagement runs from June 15, 2026 through September 30, 2026 with zero renewal options. All FIFA-related activities conclude prior to July 31, 2026, and any unspent funds as of September 30, 2026 must be returned to the Department of Public Health. Federal funds will not support this engagement. Responses must include a completed application form and proposed budget template covering FY26 (June 1–June 30, 2026) and FY27 (July 1–July 31, 2026), with actual expenses incurred by July 31, 2026. Payment is made through Electronic Funds Transfer. Questions are due June 10, 2026 at 12:00 p.m. Contact Diana C. Acosta, Assistant Director of Shared Services, at Diana.C.Acosta@mass.gov.
