About this opportunity
DeKalb County School District (DCSD) in Georgia is issuing Request for Qualifications (RFQ) 26-724 to procure comprehensive K-12 Science Instructional Resources that will support high-quality teaching and learning across all grade levels and science disciplines for approximately 93,000 students across 139 schools. The procurement seeks vendors to provide aligned, research-based materials in both print and digital formats for elementary, middle, and high school science courses, including Advanced Placement and International Baccalaureate offerings. All materials must align with Georgia K-12 Science Standards and incorporate three-dimensional science learning, differentiated instruction for diverse learners including English language learners and students with disabilities, comprehensive assessment systems, and integrated digital tools with reporting capabilities. Evaluation will be conducted on firm overview (25 points), scope of services (35 points), relevant experience and expertise (30 points), and references (10 points), with cost carrying no evaluation weight. Key deadlines include an optional pre-proposal conference on February 24, 2026, at 11:00 AM EST via Microsoft Teams; a question submission deadline of February 27, 2026, at 12:00 PM EST with responses posted by March 5, 2026, at 4:30 PM EST; electronic proposal submission via IonWave by 2:00 PM on March 12, 2026; physical sample materials submission by March 13, 2026; and a virtual public acknowledgement on March 12, 2026, at 3:00 PM EST. The initial contract will be for one year from final execution with anticipated services beginning in June 2026, with potential for up to four one-year extension options subject to Board of Education approval and fiscal year funding.
The RFQ does not specify set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organization types. Vendors must demonstrate financial stability by providing audited financial statements for 2023 and 2024, proof of business licensing, and certificates of insurance with minimum coverage limits of $1,000,000 per occurrence and $2,000,000 annual aggregate. All required compliance documentation includes non-collusion affidavits, conflict of interest disclosures, suspension and debarment certifications, and immigration compliance affidavits. All pricing must be all-inclusive, covering complete costs including labor, materials, training, technology, administration, and overhead with no add-on charges permitted, and only one price change is allowed during any 12-month period effective at renewal or extension anniversaries. No incumbent vendors or budget range is specified in the solicitation, and DCSD reserves the right to make multiple awards and reject any or all proposals, with no contract formation occurring without advance official Board of Education approval and fiscal year funding authorization.
