About this opportunity

The City of Dublin, Georgia is requesting statements of qualification from planning and design consulting firms for the Connect Dublin Multimodal and Streetscape Plan project, with Phase I qualifications due September 24, 2026 at 2:00 p.m. EST and Phase II technical proposals due October 12, 2026. This is a three-phase competitive selection culminating in finalist interviews during the week of October 19, 2026 and final selection by October 23, 2026. The City anticipates awarding a single contract to one prime consultant firm (joint ventures are not permitted).

The scope encompasses planning and design services for approximately 13.5 miles of roadway, drainage improvements, pedestrian facilities, and corridor improvements throughout Dublin. Deliverables include project management and grant-compliance assistance, stakeholder and public outreach, existing-conditions analysis, multimodal and streetscape plan development, Complete Streets Policy and Traffic Calming Policy updates, and conceptual designs at 30% completion with cost estimates. All work products become the property of the City.

The project is entirely funded by a $1.5 million RAISE (Rebuilding American Infrastructure with Sustainability and Equity) Grant awarded to Dublin in June 2024, with the Federal Highway Administration grant agreement executed in December 2025. The contract will be awarded on either a Firm-Fixed Price or Cost-Plus Fixed Fee basis, with final contract amount subject to negotiation. Work must be completed no later than June 30, 2028. Phase I evaluation criteria — all weighted equally — include team qualifications and credentials, relevant project experience with references, workload capacity, and available resources. Phase II and Phase III add assessment of project understanding, technical approach, proposed schedule, demonstrated understanding of Dublin's needs, team suitability, and ability to integrate innovative strategies.

Consultants must submit one hardcopy and one electronic version, limited to twenty pages excluding required federal compliance forms and notarized certifications. Women and Minority Business Enterprise inclusion is encouraged; no Disadvantaged Business Enterprise goal is established. Required insurance includes $1 million comprehensive general liability, vehicle liability, and workers' compensation coverage, with the City named as additional insured.
