About this file

This is a Request for Qualifications (RFQ) issued by the City of Dublin, Georgia, for planning and design services related to the Connect Dublin Multimodal and Streetscape project. The City seeks a qualified consultant firm to provide comprehensive planning and design services for approximately 13.5 miles of roadway, drainage improvements, pedestrian facilities, and various corridor improvements throughout Dublin. The project is structured as a three-phase selection process: Phase I requires statements of qualifications due by September 24, 2026; Phase II invites technical proposals from selected firms due by October 12, 2026; and Phase III consists of finalist interviews scheduled for October 19-22, 2026, with final selection by October 23, 2026. The City anticipates one contract award to a single prime consultant firm, with work commencing immediately following the Notice to Proceed and completion required no later than June 30, 2028. The contract will be awarded based on evaluation criteria including team qualifications and credentials, relevant project experience with references, workload capacity, and available resources. Consultants must submit one original hardcopy and one electronic version of their submittal, limited to twenty pages, along with required federal compliance forms.

The project is entirely funded by a $1,500,000 RAISE (Rebuilding American Infrastructure with Sustainability and Equity) Grant awarded to the City in June 2024, with the grant agreement executed with the U.S. Federal Highway Administration in December 2025. The contract will be administered in compliance with all applicable federal and state regulations, and the selected consultant will be responsible for deliverables including project management and grant compliance assistance, stakeholder and public outreach activities, existing conditions analysis, multimodal and streetscape plan development, policy development (Complete Streets Policy and Traffic Calming Policy updates), and conceptual designs at 30% completion with cost estimates. The consultant must maintain comprehensive general liability insurance of at least $1,000,000, vehicle liability insurance, and workers' compensation insurance, with the City listed as an additional insured. Contract terms will be negotiated with the highest-ranked consultant on either a Firm-Fixed Price or Cost-Plus Fixed Fee basis, and all work products become the property of the City. Joint venture proposals are not permitted, and no Disadvantaged Business Enterprise goal exists, though Women and Minority Business Enterprise inclusion is encouraged.
