About this opportunity
The Alamo Area Council of Governments (AACOG) is requesting qualifications for professional engineering services to design water infrastructure for Port San Antonio and Joint Base San Antonio Lackland Air Force Base under the Military Installation Resilience Review Program, with responses due August 21, 2026. AACOG will award one contract to the highest-ranked and most qualified respondent and will negotiate price only after selection, in accordance with Texas Government Code Chapter 2254—a qualifications-based procurement that prohibits cost proposals in the initial submission.
The scope encompasses planning, engineering, surveying, environmental assessment, permitting, and design services for approximately 10,208 linear feet of 12-inch and 16-inch potable water transmission mains, with an optional component of approximately 4,470 linear feet of 8-inch recycled water line. Services span six design phases from project initiation through optional construction support. Respondents must hold a professional engineer license in Texas and demonstrate a minimum of three years of experience on water or utility infrastructure design projects of similar size and complexity. Commercial general liability insurance is required with limits of at least $1 million personal and advertising injury liability and $5 million products and completed operations aggregate.
The estimated total project budget is approximately $956,883, with approximately $871,703 anticipated from Office of Local Defense Community Cooperation grant funding and matching contributions from AACOG, Port San Antonio, and the San Antonio Water System. Federal funding contingencies apply, and AACOG reserves the right to modify, suspend, or terminate the contract if funding becomes unavailable or is reduced. The contract becomes effective upon execution and issuance of a Notice to Proceed and continues through project completion. The optional pre-bid site visit is scheduled for July 28, 2026, at 8:30 a.m. at Port San Antonio, 907 Billy Mitchell Boulevard, San Antonio, Texas 78226. Questions are due July 31, 2026, at 4:00 p.m., with Q&A posting on August 5, 2026, at 4:00 p.m. Central Standard Time.
