About this opportunity

Tarrant County College District (TCCD) has issued RFQ #26-007 to establish indefinite delivery, indefinite quantity (IDIQ) pools of professional services consultants across nineteen service categories including architecture, interior design, civil engineering, electrical engineering, mechanical and plumbing engineering, structural engineering, landscape architecture, acoustical engineering, building envelope consulting, environmental services, geotechnical engineering, HVAC test and balance consulting, commissioning, retro-commissioning, life safety systems (fire) services, project management for construction and design oversight, space planning and utilization consulting, special inspections and materials testing, and transportation and traffic engineering. Firms may submit qualifications for any or all applicable service categories, with selection based on demonstrated competence and qualifications without regard to fee, followed by negotiation of fair and reasonable pricing with the best-qualified firm. The RFQ requires firms to submit technical proposals as defined in the solicitation documents, with deliverables including schematic designs, design development documents, construction documents, bidding assistance, construction administration, and project-specific cost estimates using conceptual estimating techniques. An initial public conference is scheduled for June 2, 2026, at 1:00 p.m. via Microsoft Teams, with a deadline for submitting questions on June 16, 2026, at 11:30 p.m., and qualifications submission deadline of June 25, 2026, at 3:00 p.m. through the TCCD Bonfire portal. The tentative award date is August 20, 2026, with a contract start date of September 1, 2026, for an initial two-year term with options to extend for up to three additional consecutive twelve-month periods based on performance and value provided to the district.

TCCD actively encourages participation from Historically Underutilized Business (HUB) entities, including Minority- and Women-Owned Business Enterprises (M/WBE/HUB), with a statewide goal of 23.7 percent HUB participation for professional services contracts; firms must be certified by the North Central Texas Regional Certification Agency, the State of Texas HUB, DFW-Minority Supplier Diversity Council, or Women's Business Enterprise-Southwest to qualify as M/WBE/HUB entities, and all prime contractors must either meet the participation goal or submit comprehensive good faith effort documentation. Firms are required to maintain Commercial General Liability insurance of $1,000,000 per occurrence, Comprehensive Automobile Liability of $500,000 combined single limit, and Professional Liability insurance of $1,000,000 per claim, along with compliance with various Texas regulatory requirements including felony conviction notifications, boycott restrictions regarding Israel and certain energy companies, and non-discrimination provisions regarding firearm industries. All current architectural IDIQ agreements with TCCD expire September 1, 2026, and existing IDIQ agreements held for different services will be canceled upon selection for new services under this RFQ. Individual service orders for architectural IDIQ contracts shall not exceed $500,000, with cumulative totals including option years not to exceed $3,000,000, with specific project budgets determined on a project-specific basis through individual Service Authorizations issued upon project assignment from the pool. Compensation will be based on rates included in the executed IDIQ contract, established through either stipulated sums or hourly rates as specified in individual Service Authorizations, with reimbursable expenses limited to pre-approved travel, office supplies, document reproduction, and authorized subconsultant costs.
