RFQ #26-007: IDIQ Pools for Architectural and Engineering Services by Category

This Request for Qualifications (RFQ) document is issued by Tarrant County College District (TCCD), a two-year college district comprised of six major campuses and additional facilities throughout the Fort Worth metropolitan area in Texas. TCCD seeks to establish indefinite delivery, indefinite quantity (IDIQ) pools of professional services consultants across nineteen service categories: acoustical engineering, architecture/interior design, building envelope consulting, civil engineering, commercial move and relocation services, commissioning, electrical engineering, environmental services, geotechnical engineering, HVAC test and balance consulting, landscape architecture, life safety systems (fire) services, mechanical/plumbing engineering, project management for construction/design oversight, retro-commissioning, space planning and utilization consulting, special inspections and materials testing, structural engineering, and transportation and traffic engineering. Firms may submit qualifications for any or all applicable service categories. The virtual initial public conference is scheduled for June 2, 2026, at 1:00 p.m. via Microsoft Teams. The deadline for submitting questions is June 16, 2026, at 11:30 p.m. The qualifications submission deadline is June 25, 2026, at 3:00 p.m., with electronic submission through the TCCD Bonfire portal preferred. The tentative award date is August 20, 2026, with a tentative contract start date of September 1, 2026. Initial contracts will have a two-year term (anticipated September 1, 2026, through August 31, 2028) with potential extension for up to three consecutive twelve-month periods based on performance and value provided to the district.

Pricing will be determined on a project-specific basis upon assignment via Service Authorizations, with costs based on rates included in the executed IDIQ contract. Individual service orders for architectural IDIQ contracts shall not exceed $500,000, with cumulative totals (including option years) not to exceed $3,000,000. TCCD has organized projects into three categories: new facilities, major additions and renovations up to $500,000; additions and renovations up to $100,000; and miscellaneous projects and services less than $100,000. Selection will be based on demonstrated competence and qualifications without regard to fee, followed by negotiation of a fair and reasonable price with the best-qualified firm. Firms currently holding IDIQ agreements with TCCD for different services should note that existing agreements will be canceled upon selection for new services, and all current architectural IDIQ agreements expire September 1, 2026. Participation in TCCD's Historically Underutilized Business (HUB) program is encouraged, with a goal of 23.7% HUB participation for professional services. All submissions must include required certifications, insurance documentation, and compliance with Texas regulatory requirements including felony conviction notifications, prohibition on boycotting Israel and certain energy companies, and non-discrimination against firearms entities.

RFQ #26-007: IDIQ Pools for Architectural and Engineering Services by Category Page 5 of 37

I. PROJECT INFORMATION

1. Introduction

TCCD maintains indefinite delivery, indefinite quantity (IDIQ) pools of professional services consultants. This RFQ will update the architecture and interior design, acoustical engineering, building envelope consulting, civil engineering, commercial move and relocation services, commissioning, electrical engineering, environmental services, geotechnical engineering, HVAC test and balance consulting, landscape architecture, life safety systems (fire) services, mechanical/plumbing engineering, project management for construction/design oversight, retro-commissioning, space planning and utilization consulting services, special inspections and materials testing, structural engineering, and transportation and traffic engineering IDIQ pools.

Consultants will be retained or added based on an evaluation process resulting from this RFQ. The size of the pool will be based on the number of qualified firms and the correlation to TCCD’s project plan forecast.

TCCD requests that firms submit technical proposals as defined in this RFQ. Once the review process is complete and successful, firms are accepted into the “pool.” An IDIQ contract will be issued that encompasses the terms of this RFQ. Projects will be assigned via Service Authorizations, at which time the scope and cost will be determined on a project-specific basis. The cost will be based upon the rates included in the executed IDIQ contract.

Contracts may be awarded to one or more firms for an initial two (2) year term (we anticipate September 1, 2026, to August 31, 2028). The contract(s) may be extended, unilaterally by TCC, for up to three (3) consecutive additional twelve (12) month periods, beginning immediately after the expiration of the prior two (2) year term. Extensions, if any, will be predicated upon performance and value provided to the district at a minimum.

2. Evaluation of responses to this RFQ during the qualifications proposal evaluation phase will be based upon the following evaluation criteria:

Tab Evaluation Criteria Weight 1 Cover/Transmittal Letter 1 2 Relevant Project Experience and Firm Qualifications

(for each IDIQ Service Category) 50 pts

However, TCCD reserves the right to make its final selection strictly on the proposals submitted or to eliminate any firms from the selection as late as the day prior to any potential interview if TCCD determines the qualifications proposal is insufficiently responsive to merit further consideration.

4. If it is determined interviews are necessary, firms on the shortlist will be invited to interview and clarify the remaining questions about their proposals.

5. If interviews are conducted, the interview will be evaluated, and scores assigned to each firm.
