About this opportunity
Henry County is seeking a qualified consultant to develop a comprehensive Pavement Management Program (PMP) through Request for Qualifications (RFQ) #25-35. The project requires electronic scanning and assessment of approximately 1,250 miles of paved roadways within unincorporated Henry County, excluding private, state, gravel/dirt, and city-limit roads. The consultant will be responsible for mapping, analyzing, and reporting existing roadway conditions using computerized devices, with required deliverables including Excel spreadsheets, GIS layers/shapefiles, and color-coded pavement maps featuring Pavement Condition Index (PCI) ratings from 0-100. The evaluation criteria are detailed, with points allocated across qualifications (30 points), project experience (30 points), available resources (15 points), RFQ responsiveness (10 points), professional references (10 points), and DBE participation (5 points), totaling 100 possible points. Key submission deadlines include a question deadline of January 9, 2025, and a proposal submission deadline of January 30, 2025 at 3:00 PM, with proposals to be delivered to the Henry County Purchasing Department at 140 Henry Parkway, McDonough, GA 30253.
The county has established a 12.8% Disadvantaged Business Enterprise (DBE) participation goal for this project. Respondents must submit one unbound original, six bound copies, and one digital PDF version on a USB flash drive. While initial addenda indicated GDOT prequalification was required, Addendum #1 clarified this is not mandatory. Insurance requirements are comprehensive, including workers compensation, commercial general liability ($1M per occurrence), automobile liability ($1M), professional liability ($1M), and umbrella liability ($2M). The county previously conducted a Pavement Condition Index (PCI) study in 2021 and has existing geospatial data available through their qPublic interface, including road names, subdivision names, commission districts, city limits, and functional classification maps. While no specific budget range was disclosed, the detailed technical requirements suggest a significant investment in comprehensive roadway condition assessment and management.
