About this file
This is Addendum #1 to RFQ #25-35 from Henry County, Georgia's Purchasing Department for a Consultant for a Pavement Management Study Program. The addendum contains 16 questions and answers clarifying requirements for the RFQ, which has a due date of January 23, 2025 at 3:00 PM. Key clarifications include that GDOT prequalification is not required, the project covers approximately 1,250 miles of paved roadway (of which only 1 mile is concrete), and the required accuracy for polygon limits is 0.25 feet. The county previously had a PCI study performed in 2021.
The addendum clarifies that this is a qualifications-based selection with no cost proposals being requested at this time. The county has existing data including road names, subdivision names, commission districts, and city limits available through their qPublic interface, along with functional classification maps in PDF format. While the county previously used PAVER software, they now desire to manipulate the data differently as specified in Item 3 of the scope of work. The county acknowledges potential future needs for additional roadway data collection (signs, guardrails, sidewalks, pavement markings) but confirms these are not included in the current scope.

Questions and Answers
1. Question: We do not have an active prequalification with GDOT, and don’t typically need to be prequalified by the state DOT’s to do this type of work. Will you consider firms that are not prequalified with GDOT for this work?
Answer: Please omit references to GDOT (pre)qualifications. Firms not registered or prequalified with GDOT will be considered.
2. Question: On page 4 #2. b., it states that the unit price must be shown on the Proposal Cost Submittal
Form in this document. However, I am unable to locate the Cost Submittal Form. Can you please point me to the appropriate page in the RFQ?
Answer: This is part of our typical boiler plate language. This is a Request for Qualifications; a
Cost Proposal Form is not included in this solicitation and is not being requested at this time.
3. Question: Can we have a kmz or shapefile of the roads to be driven?
Answer: County does not currently have this. We hope to as a result of this project.
4. Question: Can we have a sample of the road polygons that are to be delivered to see how intersections or other metadata are required?
Answer: County does not currently have this.
5. Question: Does the County have a required accuracy of the polygon limits?
Answer: 0.25’
6. Question: Does the polygon for the area with curbs use the back of the curb or front face of the curb or the edge of the asphalts as the road polygon limit?
Answer: Edge of asphalt will be used in determining paved areas.
7. Question: KMZ or shape files of the cities excluded and limits of the county.
Answer: We can provide latest city limits via our qPublic interface (this is also accessible online), we also have PDF maps of the city limits that we can provide.
8. Question: Do proposed subcontractors need to execute any of the forms?
Answer: No; however, if they are prequalified or registered with Georgia DOT, we will need their certifications to be attached.
9. Question: Has the city conducted a PCI survey previously? If so, when was it done?
Answer: Henry County had a PCI study performed in 2021.

10. Question: You mention that firms need to be pre-qualified with Georgia DOT - which category is required here? I don't believe that Georgia DOT has an application for PCI assessments or similar.
Answer: Please refer to the response for question #1.
11. Question: If Georgia DOT does not have a pre-qualification application for PCI assessments, would the county be willing to waive this requirement for this RFP?
Answer: Please refer to the response for question #1.
12. Question: Of the 1,250 miles of paved roadway, how many miles are concrete pavement
(approximately)?
Answer: We believe that we have approximately 1 combined mile of concrete paved roadways.
13. Question: The RFP mentions delivering the pavement assessment data along with other metadata (e.g., road names, subdivision names, commission districts, pavement type, pavement width, functional classification) -- does the county have that metadata documented? If not, could you please list what data the county wishes to have that it currently does not, apart from the PCI data?
o For example: a shapefile that contains all the roads that the county maintains along with the aforementioned metadata
Answer: County has road names, subdivision names, commission districts, city limits, and more available in qPublic that can be accessed online. County also has functional classification maps in pdf available.
14. Question: What software(s) does the County currently use to manage their pavements? (e.g., ESRI, MicroPAVER)
Answer: County purchased PAVER previously, but now desires to manipulate the data otherwise, as listed in Item 3 under scope of work.
15. Question: "Cost" does not appear in the "RFQ Evaluation Criteria" section. Could you please specify how cost is used in the scoring of these proposals?
Answer: This is only a request for qualifications; cost is not factored into the scoring aspect of the evaluation.
16. Question: Does the city have any interest in other roadway data? For example: road sign inventories, guardrail assessments, sidewalk assessments, pavement marking inventories
Answer: County recognizes the need for this in the future, however it is not currently included as part of this bid.
