About this opportunity
Calvert County Government, Maryland is requesting quotes for on-call fuel systems maintenance and repair services across three county facilities, with quotes due October 30, 2026 at 2:30 p.m. via email to Procurement@calvertcountymd.gov. Award will be made to the lowest responsive, responsible bidder under RFQ 2027-021.
Minimum qualifications are five consecutive years of experience in fuel system maintenance and repair, MDE UST System Technician Certification for all service employees, and manufacturer certifications for Veeder-Root or FuelMaster equipment. These certifications are decision-filters; vendors lacking them are ineligible.
The scope encompasses pump and dispenser repairs, filter replacements, hose and nozzle repairs, fuel line leak repairs, electrical work at fuel sites, and preventive maintenance across three locations: Highway Maintenance Facility in Barstow, Appeal Municipal Landfill in Lusby, and Calvert County Courthouse in Prince Frederick. Services include semi-annual and quarterly preventive maintenance inspections, yearly tank tightness testing, sump testing, spill bucket testing, and UST tank monitoring system calibration in compliance with COMAR 26.10. Emergency response must occur within two consecutive clock hours; normal service requests within eight business hours. The contractor must maintain 24/7 on-call availability including nights, weekends, and holidays. All work carries a six-month warranty from completion date.
Pricing shall be submitted on the provided Price Proposal form with fully loaded hourly labor rates for regular and emergency services, plus unit prices for preventive maintenance visits and yearly testing and calibration services. All costs—labor, materials, overhead, mileage, travel time, and vehicle fuel—must be included in quoted rates with no additional reimbursement permitted. Contractors may apply a ten percent markup on approved parts and materials based on actual supplier invoices.
The contract term is one year from Notice to Proceed, with four optional one-year renewal periods under the same terms and conditions. No pre-bid meeting is scheduled. Submission requirements include completed authorization forms, three business references, non-collusion certificate, anti-bribery affirmation, and contractor performance record demonstrating the five-year experience requirement.
