About this opportunity

The California Air Resources Board (CARB) is seeking to procure a Portable Emissions Measurement System (PEMS) through RFQ #2025059, with specific requirements for off-road equipment emissions testing. The procurement includes two gas PEMS units and two particulate matter (PM) PEMS units, along with power distribution equipment, system controller accessories, annual factory services, and installation/commissioning services. The gas PEMS must comply with 40 CFR Part 1065 and measure gaseous pollutants including CO2, CO, NOx, THC, and CH4, while PM PEMS units must be EPA-approved for heavy-duty in-use testing with real-time soot measurement capabilities. All equipment must be compatible with the AVL M.O.V.E system control advanced unit. Key procurement dates include a December 11, 2025 deadline for written questions, with answers posted on December 15, 2025, and quotes due by December 18, 2025 at 5:00 PM PT. The contract will be awarded to the lowest responsive and responsible bidder on an all-or-nothing basis, with delivery of products required within 45 working days after purchase order execution and on-site installation to be completed over a four-day period within 30 days of delivery.

The procurement includes opportunities for Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) preferences, with SB preferences offering up to 5 percent bid reduction for certified small businesses or those committing 25 percent subcontracting to California-certified small businesses. DVBE preferences range from 1-5 percent based on participation levels, and the Target Area Contract Preference Act (TACPA) preferences are optional. Bidders must submit extensive documentation, including a California seller's permit, recycled content certification, and California Civil Rights Law compliance certification for bids exceeding $100,000. The equipment must meet acceptance testing within 30 business days of on-site startup, with the contractor providing warranty repairs and replacements at no cost to CARB for defects occurring under normal use. While no specific budget range is explicitly stated, the comprehensive requirements and specialized nature of the PEMS equipment suggest a significant investment for CARB's off-road emissions testing and research programs, which are critical for maintaining compliance with federal and California regulations.

Opportunity text

ORPEMS uses PEMS primarily comprised of Gas, PM, and system controller units to measure exhaust emissions from off- and non-road equipment such as construction and agricultural machinery, locomotives, cranes, SORE, and more, conducting these measurements during normal operation to support CARB¿s compliance, surveillance, inventory, and research programs in accordance with CCR Title 13 and CFR Title 40 regulations. Failure to purchase this system will limit or prevent ORPEMS staff from conducting the necessary off-road exhaust emissions testing in accordance with Federal and California regulations, in a timely manner, and from providing the supporting data required to enforce mission-critical regulations.
