About this opportunity

The California State Lands Commission (Commission) is seeking to contract with an electrical engineering consultant to perform the electrical portion of the Commission's Safety and Oil Spill Prevention Audits of offshore oil and gas platforms and facilities. The consultant will be responsible for developing schedules and cost estimates, providing a licensed professional engineer to lead the electrical audits, evaluating electrical systems for compliance with codes and regulations, preparing reports and action item lists, and attending status meetings. Optional tasks include verifying action item corrections and reviewing proposed electrical system updates. The initial contract term is three years, with potential renewals to allow the firm to complete approved work. The evaluation criteria focus on the consultant's professional experience, demonstrated competence, staff qualifications, and knowledge of applicable regulations and technology. Proposals are due by November 25, 2024, and the Commission plans to conduct interviews the week of December 2, 2024, with a notice of intent to award the following week.

The procurement is open to all interested parties, but the consultant must be a licensed Professional Engineer in Electrical Engineering in California with at least five years of relevant experience. The Commission will consider proposals from small businesses and disabled veteran business enterprises (DVBEs), and the contract includes specific requirements for the use and reporting of generative artificial intelligence (GenAI) technology. The Commission has the right to modify the RFQ, verify firm information, and address potential conflicts of interest. The contract does not specify an award value or budget range, as the rates will be negotiated during the RFQ selection process.
