About this opportunity
The California State Lands Commission (CSLC) has issued a Request for Qualifications (RFQ) #2023-18 to hire an environmental consultant to provide services for the Commercial Abandoned & Derelict Vessels (CADV) Removal Projects in the legal Delta. The purpose of this solicitation is to initiate the process to contract with a qualified firm to assist in preparing a Program Environmental Impact Report (PEIR) under the California Environmental Quality Act (CEQA). The selected consultant will be responsible for developing the PEIR, conducting environmental studies and analyses, facilitating public meetings, preparing administrative and final PEIR documents, and providing optional services as needed. The CSLC is seeking firms with a minimum of 5 years of experience in Environmental Impact Report preparation. Proposals are due by May 21, 2024, and the estimated contract term is from June 2024 to June 2027. This is a competency-based selection process, so cost is not a scored factor, but the contract has a 10% small business participation goal and DVBE participation is encouraged.
The RFQ does not provide specific details on pricing terms, set-asides, or incumbents. However, it does state that the CSLC will negotiate a fair and reasonable price with the most qualified firm, and if an agreement cannot be reached, negotiations will proceed with the next ranked firm. The RFQ also includes requirements for the administrative record, meetings, data gathering, CEQA document preparation, quality assurance, and potential contract amendments and renewals, but does not specify a budget range or award value.
