About this file
This document is a Request for Qualifications (RFQ) issued by the California State Lands Commission (CSLC) to hire a consultant to provide environmental services for the Commercial Abandoned & Derelict Vessels (CADV) Removal Projects. The purpose of this RFQ is to initiate the process for CSLC to contract with a qualified firm to assist in preparing a Program Environmental Impact Report (PEIR) under the California Environmental Quality Act (CEQA) for the CADV Removal Projects in the legal Delta. CSLC is seeking qualified firms with a minimum of 5 years of experience in Environmental Impact Report preparation. Proposals are due by May 21, 2024, and the estimated contract term is from June 2024 to June 2027.
This is a competency-based selection process, so cost is not a scored factor. However, the contract has a 10% small business participation goal. DVBE participation is encouraged but not required. The selection will be based on scored qualifications and an oral interview. Negotiations will be initiated with the most qualified firm, and if an agreement cannot be reached, negotiations will proceed with the next ranked firm.

4) MODEL CONTRACT PROCUREMENT
a) For competitive solicitations, the CSLC uses a model contract, referred to as an “Agreement” or “Contract” (considered one and the same) procurement method.
The competitive solicitation process used by the CSLC is as follows:
i) CSLC staff drafts a model contract with a detailed Exhibit A – Scope of Work (SOW). Potential firms are asked to use the SOW template provided as a baseline for developing their approach and cost bid for the project. Firms must submit (in Track Changes) as part of their Proposal any changes or exceptions to the Model Contract that they wish to negotiate. The Firms must also update Exhibit A – Scope of Work template in tracked changes with edits and additions to demonstrate their approach and describe services that address the needs described in Exhibit A – SOW.
(1) This is a dynamic competitive process through which the CSLC can evaluate and test the strengths and weaknesses of the Firms and their proposals. The CSLC can then make a final selection based on a combination of Firm experience; the quality and value of the Firm’s approach as updated in the Model Contract, if applicable; and the overall value the Firm can bring to the project.
Request for Qualifications (RFQ) #2023-18 Page 6 of 12
