About this opportunity
The California Department of Corrections and Rehabilitation, Division of Rehabilitative Programs, Office of Correctional Education, is requesting quotations for wheel alignment systems (WAS), removal of existing equipment, installation, training, and extended warranties across 13 correctional institutions under RFQ 10841243, with responses due September 8, 2026, at 2:00 p.m. Optional preferences apply: 5% for California-certified small businesses, 1% to 5% DVBE incentive based on participation level, and Target Area Contract Preference Act (TACPA) consideration.
The scope spans 15 equipment installations across 13 facilities (some locations require two units). The WAS must accommodate tire diameters 19" to 39", track widths 48" to 96", and wheelbases 79" to 180". Required components include steering wheel holder, wheel chocks, brake holder, VIN scanner, color inkjet printer, 24-inch monitor, wheel clamps with XD targets, and integrated Advanced Driver Assistance Systems (ADAS) calibration capability. Equipment must operate on 110V–240V AC single-phase power with minimum 15 Amp capacity.
Deliverables include site surveys within 30 to 120 days of purchase order receipt, removal and relocation of existing equipment using forklift service, installation per manufacturer specifications, onsite operational training for CDCR instructors and staff during weekday hours (6:00 a.m. to 5:00 p.m.), warranty documentation, and virtual refresher training via contractor-hosted YouTube tutorials. Warranty coverage must provide minimum one year from delivery (or manufacturer standard, whichever is longer) plus five years parts and five years labor/travel from installation.
The contract runs September 17, 2026, through June 30, 2027, with optional extension by written amendment. Evaluation uses value-effective scoring: Technical Requirements (20%), Deliverables Table (60%), and Cost (20%). Award will be made on an all-or-none basis to the highest-scored responsive and responsible bidder. Questions are due August 26, 2026. Subcontracting is capped at 40% of contract value unless a written need is documented. All equipment must be new and in current production; used, demonstrator, or discontinued models are unacceptable. Headquarters must be U.S.-based. Advanced payment is prohibited except for software subscriptions and maintenance, limited to one year maximum.
