About this opportunity
CalRecycle is seeking a contractor to conduct a comprehensive Needs Assessment for implementing Senate Bill 54 (SB 54), which establishes an extended producer responsibility (EPR) program for single-use packaging and plastic food service ware in California. The primary objective is to gather and analyze data to support producers in meeting the bill's requirements, specifically ensuring that by 2032, all covered materials are recyclable or compostable and achieve a 65 percent recycling rate. The contractor will be responsible for collecting new and existing data sources, conducting in-depth analyses, engaging with stakeholders, and developing a report that accurately represents diverse perspectives across rural, urban, suburban, and socio-economic landscapes. The solicitation, identified as DRR24062, is a Request for Proposal (RFP) that was posted on February 21, 2025, with proposals due by April 4, 2025. Potential bidders are required to submit their proposals through CalRecycle's electronic bid submission platform, with any questions directed to Marie Nudi via contracts@calrecycle.ca.gov.
While specific set-aside designations are not explicitly detailed in the provided documentation, the comprehensive nature of the project suggests a preference for contractors with extensive research, data analysis, and stakeholder engagement capabilities. The project spans all California counties and jurisdictions, indicating a need for a contractor with broad geographic and demographic understanding. No incumbent vendors or current contractors are identified in the documentation. The contract appears to be a research and assessment project focused on developing a foundational report for implementing SB 54's packaging reduction and recycling goals. Although a specific budget range is not specified, the complexity of gathering data across California's diverse regions and conducting comprehensive stakeholder engagement suggests a significant project scope. Interested contractors should have expertise in waste management, recycling policy, data collection and analysis, and the ability to synthesize information from various sources to support policy implementation.
Opportunity text
This is a Request for Proposal Secondary RFP(S), - CalRecycle is seeking a Contractor to gather data to aid in the implementation of Senate Bill (SB) 54 (Allen, Chapter 75, Statutes of 2022), which established a new extended producer responsibility (EPR) program to manage single-use packaging and plastic single-use food service ware (covered material) in California. SB 54 requires that producers of covered material, by 2032, ensure that all covered material in California is recyclable or compostable and that plastic covered material reaches a recycling rate of 65 percent. The data collected as part of this Contract will be used to inform the initial Statewide Needs Assessment pursuant to Public Resources Code section 42067, which will identify the actions and investments needed for producers to meet the requirements of SB 54. The Contract objectives are to gather new and existing data sources, conduct analyses, conduct engagement, and ensure that report findings accurately represent the different rural, urban, suburban, and socio-economic perspectives of the state.
