About this opportunity

The City of St. George is requesting statements of qualification for construction of the Graveyard Wash Reservoir, an earthfill dam project in Washington County near Santa Clara, Utah, with SOQ due September 16, 2026 at 2:00 p.m. MDT and questions due by September 11. This is a prequalification stage; qualified bidders will be notified September 23, with anticipated competitive bidding October through December 2026 and notice to proceed in early 2027.

Respondents must hold a current valid Utah Contractor's License and demonstrate a minimum $20 million single-project bonding capacity supported by a U.S. Treasury Circular 570-listed surety. The central qualification requirement is completion of at least one earthfill or rockfill dam project regulated by Utah State Dam Safety within the past 10 years as Prime Contractor. Contractors must also demonstrate key technical experience in bedrock foundation preparation, filter and drain material processing and placement, and large-diameter pipeline installation within the past 15 years; assign dedicated on-site Project Manager and Project Superintendent personnel with verifiable dam and earthwork experience; and maintain a documented history of on-schedule completion with acceptable safety and claims/litigation records.

The scope encompasses an earthfill dam requiring approximately 1,016,000 cubic yards of fill excavated from the basin, 54,000 cubic yards of filter and drain material, and 25,000 cubic yards of rock riprap; outlet works including 450 linear feet of 36-inch steel pipe with three heavy-duty slide gates, a 160-foot emergency drainpipe, and a filter station with five filters and approximately 1,275 linear feet of 30-inch and 190 linear feet of 24-inch ductile iron supply pipelines; and storm drain replacement of 110 linear feet of 60-inch reinforced concrete pipe.

SOQ statements submitted via the Bonfire portal must not exceed 10 pages (excluding resumes and reference forms) and include a title page, completed contractor questionnaire, key technical and project experience documentation, personnel and subcontractor information with resumes, and a minimum of three professional reference letters from past owners with at least one from a dam project of similar scope. Hard copy project information is available for review at Alpha Engineering Company in St. George and RB&G Engineering in Provo. Construction completion is anticipated by late 2028.
