About this opportunity
The City of St. George is requesting general contractor pre-qualification statements for construction of a 2.5 million gallon water tank at the Country Club site, with pre-qualification statements due June 12, 2026. This is a pass/fail pre-qualification round; the City will notify qualified contractors by June 15, 2026, followed by project advertisement, competitive bidding, and award between June 15 and July 1, 2026.
Minimum qualifications are strict and non-waivable: current Utah General Contractor License; $5 million in available bonding capacity with demonstrated financial stability; completion of a minimum of three water tank projects valued at $2 million or greater within the past ten years, each with a minimum capacity of two million gallons; self-performance of at least 25% of the work; and no projects completed by surety takeover or owner takeover within the past five years. The project manager must have a minimum of ten years' experience on water tank projects; the construction superintendent must have at least ten years' experience as superintendent on at least two prior water tank projects. Contractors may subcontract up to 75% of the work, with subcontractors required to meet equivalent qualifications.
The scope includes excavation and construction of a 150-foot-diameter circular reinforced concrete tank; demolition and removal of the existing steel tank; site restoration; and associated electrical, instrumentation, and controls equipment. The project requires structural concrete with 5,000 PSI minimum compressive strength using ASTM C-150 Type V cement with minimum 20% Class F fly ash replacement, air-entrained to 6–7% for exterior exposure, and continuous crystalline waterproofing admixture. The design includes approximately 24,064 cubic yards of rock excavation, 1,851 cubic yards of fill, 399 feet of 14-inch inlet PVC pipe, 402 feet of 16-inch outlet PVC pipe, and 242 feet of 18-inch drain PVC pipe. Work must comply with 2021 IBC, ACI 318-19, and City of St. George Standard Specifications. All waterline work must be performed by a contractor re-qualified by the City of St. George Water Department. Construction is scheduled from August 2026 through May 2027. Evaluation is pass/fail based on Utah licensure, project experience, bonding capacity, schedule performance, references, key staff experience, and prior experience with the City or its engineer, Jones & DeMille Engineering, Inc. Proposals must be submitted via sgcity-utah.bonfirehub.com and include title page, pre-qualification form, key personnel qualifications, work approach and scheduling, similar project experience, financial information, and risk assessment documentation.
