About this opportunity

The Atlanta Regional Commission (ARC) is soliciting proposals for resilience and climatological data to support development of a Transportation Vulnerability Assessment Tool (TVAT), with proposals due June 17, 2026 at 4:00 p.m. EST. Contract award is contingent upon ARC receiving adequate funding from the U.S. Federal Highway Administration's PROTECT Grant program.

ARC registration and application approval through the procurement website (https://procurement.atlantaregional.org/opportunities/rfp655-resilience-and-climatological-data/) must be completed prior to proposal submission. All proposal documents must be combined into one submission.

The scope encompasses current and projected climatological data across a 21-county geographic area including the Atlanta Metropolitan Planning Organization region and two additional counties within the Metropolitan North Georgia Water Planning District. Data must cover current rainfall, riverine flooding, and pluvial flooding conditions; eight recurrence interval periods from 1:5 through 1:1000; and climate projections for three Shared Socioeconomic Pathways at years 2025, 2055, and 2100. The dataset must be accessible via API and downloadable to ARC-managed servers, with complete delivery required within seven working days of contract completion.

The maximum available funding is $86,000 for work through 2030. Proposals are limited to 10 pages and must include budget details in a prescribed format. ARC reserves the right to award all or part of available funds.

Evaluation is weighted 70% on technical specifications of data, 10% on related experience and qualifications, 10% on delivery schedule and methodology, and 10% on proposed budget. A shortlist of consultants may be selected for interviews the week of June 29, 2026, though ARC reserves the right to award based on written proposals alone. Contract award is anticipated in July 2026, with work to commence immediately thereafter.

Questions are due June 8, 2026 at 5:00 p.m. EST, with official responses posted by June 12, 2026. Respondents are prohibited from communicating with ARC staff outside the formal Q&A process.
