About this opportunity
The Housing Authority of the City of Aurora (AHA) is seeking a Construction Manager/Owner's Representative for the Sanctuary on Potomac project, a new permanent supportive housing development located in Aurora, Colorado. The RFP, issued on June 4, 2024, requires an experienced firm to provide comprehensive construction oversight for a four-story building with 43 one-bedroom units on 0.70 acres at 1280 S. Potomac Street. Key deliverables include assisting with procurement processes, contractor selection, contract negotiations, construction oversight, progress reporting, and pay application reviews. Proposers will be evaluated on experience, capacity, project plan, cost, and past performance, with a total possible score of 100 points. Critical dates include question submissions due by June 17, 2024, proposal submissions due by July 1, 2024, candidate interviews anticipated for July 8-9, 2024, and selection of the successful applicant by July 12, 2024. The project has been awarded federal 9% tax credits, with Davis Partnership serving as the architecture firm and an estimated hard cost of over $15 million. The anticipated construction timeline spans from May 2025 to August 2026.
The RFP emphasizes Section 3 requirements, which prioritize employment and contracting opportunities for low-income residents and businesses, indicating a focus on supporting disadvantaged enterprises. Proposal submissions must include detailed documentation such as resumes, project experience, staffing plans, cost estimates, and references. The Housing Authority reserves the right to reject any proposals and has established specific guidelines for confidentiality and potential conflicts of interest. While no incumbent vendor is explicitly mentioned, the project is part of AHA's development pipeline, which currently owns and manages 14 properties with over 960 units. The total project budget is approximately $15 million, with hard costs just over $15 million. Proposing firms must demonstrate significant experience in construction management, particularly in affordable and supportive housing projects, with a strong understanding of complex development processes involving multiple stakeholders including architects, engineers, contractors, and municipal authorities.
