About this opportunity

The Florida Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention are seeking proposals for an Aftercare Resource Navigator Program through RFP #10769, targeting youth reentering the community from residential commitment facilities across judicial circuits. The primary objectives include identifying and establishing relationships with resources that address youth and family service needs, connecting participants with appropriate support services, and collaborating with various stakeholders including Department staff, facility personnel, educational providers, and community partners. The program will provide comprehensive transitional planning services for youth pending release, including those on Conditional Release, Post-Commitment Probation, and Direct Discharge status. Key deliverables involve creating individualized service plans, maintaining ongoing support after release to ensure service implementation, and establishing robust community resource networks. The procurement timeline includes critical dates such as an Evaluation Team Briefing Conference Call on February 13, 2025, additional debriefing calls on February 18, 20, and 28, 2025, and an anticipated Notice of Intended Award by March 31, 2025. The contract is scheduled to commence on July 1, 2025, with proposals being evaluated using UNSPSC codes 92101702, 93141500, 93141503, 93141506, and 93141507.

While specific set-aside designations are not explicitly detailed in the provided documentation, the program appears to be open to qualified service providers capable of delivering comprehensive youth reentry support services. The procurement targets organizations with demonstrated expertise in youth rehabilitation, community resource navigation, and transitional support systems. Conference calls and proposal evaluations will be conducted at the Bureau of Procurement and Contract Administration in Tallahassee, with public telephone attendance options and recordings available within 48 hours of each session. Although specific budget ranges are not disclosed, the complexity of the program suggests a significant investment in youth rehabilitation and community reintegration services. The geographic scope includes Leon County and potentially extends across multiple Florida judicial circuits, indicating a comprehensive statewide approach to youth aftercare and support. Prospective vendors should possess strong capabilities in case management, resource coordination, stakeholder engagement, and proven track records in supporting at-risk youth transitioning from residential facilities back into their communities.

Opportunity text

The Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention are issuing this RFP for an Aftercare Resource Navigator Program (Program) in each judicial circuit. The purpose of the Program is to increase positive outcomes for youth who are reentering the community from a residential commitment facility (Facility) by identifying and establishing relationships with resources that address the service needs of youth and families, connecting youth served by the Program and their families with the appropriate resources to address their specific service needs, and collaborating with Department staff, Facility staff, educational and workforce credentialing providers, other targeted service providers, community partners, and stakeholders.

The Program shall provide transitional planning services to youth who are pending release from a Facility, including youth who will be supervised on Conditional Release (CR) or Post-Commitment Probation (PCP) upon their release, and Direct Discharge youth, who will be released with no supervision. The Program shall continue to provide services for a period of time after the youth's release from the Facility to ensure that services identified during transitional planning are completed or substantially underway.
