About this opportunity
The City of Meriden Department of Public Utilities is requesting proposals for comprehensive sewer main and manhole maintenance, lining, and re-lining services under RFP027-21, with proposals due October 1, 2026. The core qualification filter is mandatory: the successful contractor must have lined over 3,000,000 feet of pipe, including a minimum of 250,000 feet of 24-inch or larger diameter pipe, and must self-perform 100% of all work. Subcontracting is not permitted.
The scope encompasses maintenance, lining, and re-lining services for the City's sewer infrastructure, with the expectation that the selected contractor will integrate into the City's long-term sewer management program and maintain uninterrupted service to residents. The City seeks a partner with local government expertise and the operational scalability to accommodate future enhancements.
Insurance requirements are substantial: General Liability of $1,000,000 to $2,000,000 (depending on aggregate type), Business Auto Liability of $1,000,000 combined single limit, Workers' Compensation at Connecticut statutory limits with Employers' Liability of $1,000,000 per accident and per policy limit, and Professional Liability/Errors and Omissions of $2,000,000 single limit / $2,000,000 aggregate. All policies must be issued by Connecticut-approved carriers with a minimum AM Best's rating of A-VIII. The City of Meriden must be named as an Additional Insured on a primary and non-contributory basis (except for Workers' Compensation), and all policies except Workers' Compensation must include a Waiver of Subrogation. Original Certificates of Insurance must be submitted prior to contract issuance. Claims Made policies require continuous renewal for a minimum of two years following contract completion.
Compensation is a lump sum specified in the contract, covering all labor, materials, equipment, overhead, and incidental costs. Monthly billing is made upon completion of work elements and is subject to City approval and thirty-day payment terms. The City is exempt from federal excise taxes and Connecticut Sales and Use Tax. Either party may terminate the agreement without cause upon thirty days' written notice. The contractor must obtain all necessary permits and comply with Connecticut law, affirmative action requirements, and equal employment opportunity practices.
