About this opportunity
The City of Fort Worth Purchasing Division seeks proposals for an Agreement for Water Meters & Appurtenances to be provided to the Water Department on an as-needed basis under RFP 26-0162. The procurement encompasses supply of multiple meter types including positive displacement meters (5/8" through 1"), turbine meters (1.5" through 10"), compound meters (1.5" through 10"), electromagnetic meters (5/8" through 10"), ultrasonic meters (1.5" through 10"), and fire hydrant and fireline meters to support the City's over 306,000 water meter connections and approximately 8,000 new meter installations and 2,000 meter replacements annually, along with approximately 230,000 maintenance, investigation, and testing work orders per year. All meters and appurtenances must integrate seamlessly with the Sensus SmartPoint 520M radio transceiver modules and comply with American Water Works Association standards and NSF/ANSI certifications, with firm fixed-price quotes including itemized estimates of parts and materials with manufacturer discounts and proposed timelines. Vendors must be established businesses with a minimum of two years of experience in similar services, maintain a full-time permanent business address, provide annual manufacturer confirmation of good standing status, meet specified delivery times between 9:00 a.m. and 4:00 p.m. Monday through Friday, and ensure all meters comply with lead-free provisions of the Safe Drinking Water Act and are designed for potable water up to 120 degrees Fahrenheit and 150 pounds per square inch working pressure. Evaluation will be based on best value to the City, with point allocations for cost (up to 20 points), qualifications and company experience (up to 30 points), ability to meet City needs (up to 25 points), method of approach (up to 15 points), and proposed equipment and work plan (up to 10 points), with proposals receiving less than 50 percent of total available points excluding price deemed non-responsive. The RFP was posted March 31, 2026, with proposals due April 23, 2026, and submissions must be made electronically through the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities, with a public opening scheduled at Fort Worth City Hall (100 Fort Worth Trail, Fort Worth, Texas 76102) at approximately 2:00 PM CST following the submission deadline. Vendors may submit questions through the Euna Portal's Vendor Discussion section before the questions due date, with answers to be posted via addendum before the submission deadline.
The City of Fort Worth has established a 30 percent small business goal for this procurement, and bidders must submit a mandatory Small Business Utilization Form with current certifications for all small business firms utilized, whether as prime contractors or subcontractors and suppliers; failure to complete the form fully may result in zero points being awarded for small business goal criteria. Certified small businesses must be located in Tarrant, Wise, Johnson, Parker, or Denton County and must be certified prior to bid submission. The contract term is initially one year, renewable for up to four additional one-year periods unless either party provides 90 days' notice of non-renewal, and all proposed prices must be firm-priced offers in U.S. dollars with FOB Destination, Freight Prepaid and Allowed terms. Vendors must provide at least three references from recent customers and two references from other government agencies demonstrating product deliverability and reliability, complete an Authorized Signature and Questionnaire addressing operational capabilities including lead times, warranty terms, response times, quality control processes, and backorder handling procedures, and submit required federal forms including IRS Form W-9 and the Texas Conflict of Interest Questionnaire (Form CIQ). Vendors must maintain specified insurance coverage including Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at statutory limits, and Professional Liability/Errors & Omissions ($1,000,000 per claim / $1,000,000 aggregate). The RFP document does not specify a maximum contract value or budget range; however, the pricing structure references a $15,000 baseline for Parts for Repairs services, with the final contract amount to be determined based on as-needed purchasing throughout the initial one-year term and any renewal periods.
