About this opportunity

The City of Spokane, through its Riverside Park Water Reclamation Facility, is requesting proposals for PFAS sample testing services under RFP #6595-26, with proposals due September 22, 2026, and a question deadline of September 15, 2026. The selected firm must hold Washington State Department of Ecology accreditation for EPA Method 1633A analysis and demonstrate a minimum of five years of environmental testing experience.

The scope encompasses per- and polyfluoroalkyl substances (PFAS) analysis on 40 specified compounds via liquid chromatography-tandem mass spectrometry across three sample matrices: approximately 62 wastewater/non-potable aqueous samples, approximately 10 soils/biosolids samples, and approximately 8 semi-solid/septage samples. The contract requires the selected firm to supply all sampling containers, coolers, ice packs, and prepaid return shipping with costs embedded in unit pricing. Deliverables include PDF reports, Excel spreadsheets compatible with the Washington Department of Ecology's Environmental Information Management database, case narratives, and complete QA/QC documentation, with a maximum 20 business day turnaround time for analytical results.

The initial contract term is one year with options for five additional one-year renewals upon mutual agreement. Work begins mid-to-late October 2026. Proposers must submit separate unit prices for each of the three sample matrices with all-inclusive pricing covering staff, travel, materials, freight, and applicable sales taxes. No contract value range is specified. The project is funded by a Washington State Department of Ecology grant (Spokane River Toxics Reduction Grant, WQCRBR-2527-Spokan-00011) and contingent on continued grant availability.

Evaluation criteria allocate 35 points for the technical proposal, 30 points for the management proposal, and 35 points for cost. The City reserves the right to award multiple contracts and conduct oral presentations with finalists. Firms with contract terminations for default within the past five years must disclose this information. Electronic submission is required through the ProcureWare portal.
