RFP #6595-26: Wastewater System PFAS Sample Testing Services

This is a Request for Proposals issued by the City of Spokane, Washington, through its Riverside Park Water Reclamation Facility, soliciting analytical laboratory services for per- and polyfluoroalkyl substances (PFAS) testing in wastewater samples. The City seeks firms to perform PFAS analysis on 40 specified compounds using EPA Method 1633A via liquid chromatography-tandem mass spectrometry across three sample matrices: wastewater/non-potable aqueous samples (approximately 62 samples), soils/biosolids samples (approximately 10 samples), and semi-solid/septage samples (approximately 8 samples). The project is funded by a Washington State Department of Ecology grant supporting a fate and transport study within the City's wastewater system and treatment processes. The deadline for proposer questions is September 15, 2026, at 11:00 a.m., with proposals due electronically through the ProcureWare portal by September 22, 2026, at 11:00 a.m. No pre-proposal conference or site visit is scheduled. The initial contract period is one year, with options for five additional one-year renewals upon mutual agreement, with anticipated work beginning in mid-to-late October 2026. The selected firm must provide a maximum 20 business day turnaround time for analytical results and deliver data in multiple formats including PDF reports, Excel spreadsheets compatible with the Washington Department of Ecology's Environmental Information Management database, case narratives, and complete QA/QC documentation.

Firms must be accredited by the Washington State Department of Ecology for Method 1633A analysis and possess a minimum of five years of experience in environmental testing. The contract requires the selected firm to supply all necessary sampling containers, coolers, ice packs, and prepaid return shipping, with these costs incorporated into the unit pricing. Proposers must submit a signed cost proposal identifying separate unit prices for each of the three sample matrices, with all-inclusive pricing that covers staff, travel, materials, freight, and applicable sales taxes. The evaluation criteria allocate 35 points for the technical proposal, 30 points for the management proposal, and 35 points for cost, totaling 200 points. The City reserves the right to award multiple contracts, conduct oral presentations with finalists, and waive minor irregularities. Firms identified with contract terminations for default within the past five years must disclose this information. The project is contingent upon continued availability of grant funding from the Department of Ecology Columbia River Restoration Program, Spokane River Toxics Reduction Grant (WQCRBR-2527-Spokan-00011).

The City reserves the right to revise the above schedule.

1.8 DEFINITIONS

Definitions for the purposes of this RFP include:

City – The City of Spokane, a Washington State municipal corporation, the agency issuing this RFP.

Firm – Consultant, Joint Venture, Team, or Company including Sub-consultants.

Proposal – A formal offer submitted in response to this solicitation.

Proposer – Firm submitting a Proposal in order to attain a contract with the City.

Request for Proposals (RFP) – Formal procurement document in which a service or need is identified but no specific method to achieve it has been chosen. The purpose of an RFP is to permit Firms to suggest various approaches to meet the City’s needs at a given price.

2. SCOPE OF SERVICES

2.1 SCOPE OF SERVICES BACKGROUND

The City of Spokane is looking to characterize the presence, transport, and fate of PFAS within the City of Spokane’s wastewater system to establish a baseline understanding of systemwide concentrations.

Sampling will include domestic, commercial, and industrial sources within the wastewater collection system; influent, effluent, biosolids, and septage at the Riverside Park Water Reclamation Facility (RPWRF); and soils from past and future biosolids land application sites.

2.2 SCOPE OF SERVICES SUMMARY

Analytical services are requested from an experienced environmental laboratory for the determination of PFAS by EPA Method 1633A. Testing will be for liquid, semi-solid, and solid sample matrices. City of Spokane personnel will collect all samples for this study. No field work is required as part of this work.

The selected Firm will provide sampling containers and other needed supplies to carry out the sampling and testing efforts. The Firm must be accredited by the Washington State Department of Ecology to conduct any laboratory analysis and must retain this accreditation throughout the term of the contract.

2.3 SCOPE OF SERVICES

Services to be performed under contract are generally as follows with the understanding that additional requirements or testing needs may be necessary beyond those listed below:

1) Perform PFAS testing of the 40 listed PFAS compounds in Table 1 by LC-MS/MS, utilizing EPA Method 1633A. It is expected that approximately 40 samples per quarter will require testing.

a) Two quarters of sampling are currently planned, which are scheduled to occur in Q4 2026 and

Q1 2027.

b) Should additional funding be made available for this project, testing for additional sampling events in future quarters may also be required.

2) Follow relevant requirements of the Quality Assurance Project Plan (QAPP) currently in development for the study. It is not anticipated that analytical requirements beyond those listed in method 1633A will be required in the QAPP, but should any be identified, selected Firm will work with the City to ensure that they can be adequately addressed.

3) Provide a data turnaround time of at most 20 business days from the receipt of samples.

4) Provide the City with sample containers suitable for the matrices being tested (aqueous, semi-solid, solid), coolers, and ice packs suitable for sample transportation. The sample containers must be certified to be free of the contaminants being monitored.

5) Provide a deliverables package which includes all of the following:

a) A signed and dated electronic data report in Adobe Acrobat (PDF) format.

b) An Excel spreadsheet (.XLS, .XLSX, or .CSV format) containing a copy of the analytical data:

i) Data should be in a format suitable for upload into the Washington Department of Ecology’s Environmental Information Management (EIM) database.

ii) The fields used in EIM are listed in Table 2. Only relevant fields are required to be populated, but reported data should fit the format.

c) A case narrative which discusses any analytical difficulties, results that are outside the method acceptance criteria, corrective actions that were taken, and an explanation of data qualifiers that were used.

d) All QA/QC data for each batch of data being reported. This includes Method Blanks, Laboratory Control Samples (LCS), Internal Standards, Labeled Compounds, Surrogates, etc.

e) Report both Method Detection Limits (MDLs) and Reporting Limits (RLs) for each analyte

f) Qualify and report detected values that lie between the MDL and RL as estimates by using the

“J” qualifier code.

g) Report values below the MDL as non-detect by using the “U” data qualifier.

h) Include copies of signed chains of custody for reported samples.
