About this opportunity

The Harris County Toll Road Authority (HCTRA) is soliciting proposals for the procurement, installation, maintenance, and support services of Uninterruptible Power Supply (UPS) systems through a Request for Proposal (RFP) posted on January 16, 2026, with proposals due by February 16, 2026. The contract will commence on or about May 1, 2026, for an initial one-year term with four optional one-year renewals subject to Harris County Commissioners Court approval. HCTRA seeks to replace aging Mitsubishi 9900AE series UPS equipment with new A/B Non-Load Sharing Design redundant UPS systems capable of 225KVA with minimum 1.5-hour battery backup capacity at six HCTRA facilities. Deliverables include all labor, hardware, software, and middleware necessary for installation, configuration, and testing; comprehensive preventive maintenance with a minimum of two visits annually and less than four-hour on-site emergency response capability twenty-four hours per day, seven days per week; original equipment manufacturer (OEM) parts exclusively; one-year full system warranty plus five-year battery warranty; training; and equipment disposal and recycling services. Qualified vendors must demonstrate a minimum of eight years' experience in UPS design, manufacture, and testing with certified personnel for maintenance and service, and must provide a minimum of six current and verifiable references from similar projects completed within the past ten years. Pricing shall be all-inclusive, based on a fixed discount percentage to Manufacturer Suggested List Price (MSLP) throughout the contract term, with manufacturer price increases permitted to pass through. Evaluation criteria include Proposed Technical Solution/Scope of Services (25 percent), Maintenance and Support Services (20 percent), Qualifications and Experience (25 percent), and Pricing (30 percent), with Cybersecurity and Information Technology Controls evaluated on a pass/fail basis.

Harris County expects vendors to make good faith efforts to engage Minority Women Business Enterprises (M/WBEs) as prime contractors and subcontractors; all proposed subcontractors require formal Harris County approval prior to engagement. The procurement includes multiple mandatory compliance requirements applicable to Harris County contracts, including the Harris County Minimum Wage Policy requiring payment of $21.65 per hour (subject to annual adjustments) for all workers directly assigned to the contract, workers' compensation insurance with statutory coverage for all employees, and comprehensive general liability, automobile, umbrella, and professional errors and omissions insurance with Harris County named as additional insured. Contractors must comply with Harris County's Minimum Information Technology Security Vendor Controls requirements, including cybersecurity training, background checks, intrusion detection systems, SOC2 Type 2 reporting, and penetration testing documentation. The RFP documentation does not specify an incumbent vendor, overall contract award value, or budget range, though the solicitation indicates pricing will be evaluated as a percentage component of the overall proposal score. No specific funding source or set-aside designation for disadvantaged enterprises beyond M/WBE participation goals is identified in the solicitation materials. Vendors must be prepared to undergo background screening, pre- and post-employment drug and alcohol testing, and criminal background verification, bear all toll and parking fees incurred during contract performance, and assume responsibility for all site security, non-salvageable equipment disposal, and compliance with ANSI, UL 1012, NEC, and applicable federal, state, and local codes and standards.
