About this opportunity

The City of Fort Worth is requesting proposals for an agreement to supply standard workwear for City Departments on an as-needed basis under RFP 26-0209, with proposals due June 25, 2026. The City has established a 30% small business participation goal; bidders must complete the Small Business Utilization Form with current valid certifications from organizations approved by the City Manager for vendors located in Tarrant, Wise, Johnson, Parker, or Denton County. Failure to complete the form or submit required certifications may result in zero points for the small business goal criteria.

The scope includes supply, alteration, and embroidery services for workwear uniforms across multiple approved manufacturer brands (Adidas, Carhartt, Dickies, Nike, Wrangler, and others, or equivalent products with manufacturer specifications). The contractor must maintain full-time physical business locations with online, email, and telephone ordering capabilities; operate alteration facilities with fitting availability; assign dedicated Project Manager and Account Manager liaisons; deliver standard orders within two weeks and complete alterations within three weeks; provide in-house embroidery with digital proof submission procedures; respond to inquiries within twenty-four hours; maintain adequate stock across diverse sizes and colors including extended and plus sizes; and provide online ordering portal features including order status tracking, historical purchase data by department, and spending cap enforcement. Contractors must demonstrate a minimum of five years' experience providing workwear and embroidery services to municipalities and comply with OSHA, EPA, TCEQ, and applicable state regulatory frameworks including Texas Government Code provisions regarding boycotts of Israel and energy companies.

Evaluation uses a best-value methodology: Cost (up to 25 points), Bidder Experience and Qualifications (up to 20 points), Delivery and Response Time (up to 15 points), Approach to Performing Services (up to 15 points), and Small Business participation (up to 25 points with tiered awards from 10 to 25 points based on percentage of certified small business subcontracting). The initial contract term is one year with automatic renewal for up to four additional one-year periods unless either party provides 90 days' notice of non-renewal. All proposals must be submitted electronically through the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities. Unit prices must be firm in U.S. dollars with FOB Destination, Freight Prepaid and Allowed, inclusive of all labor, materials, supplies, fuel, delivery, overhead, and profit. Payment terms are Net 30 Days.
