About this opportunity
The Chittenden County Regional Planning Commission, in partnership with the City of South Burlington, is soliciting written proposals from qualified firms or teams for the Shelburne Road Center Plan, with proposals due November 20, 2026, at 4:00 p.m. Submissions go by email to Sarah Muskin at smuskin@ccrpcvt.org. The source names no set-aside or preference program.
The consultant will develop a community-supported center plan that transforms the Shelburne Road Study Area into a mixed-use center with quality public spaces, multimodal transportation, expanded housing, and a stronger sense of place. Required deliverables include an existing conditions report, conceptual and refined center plans, transportation microsimulation analyses, an implementation strategy with Official Map and Capital Improvement Program recommendations, and adoption support materials. The consultant must use the South Burlington Equity in Planning Outreach Toolkit for community engagement, particularly with historically underrepresented populations. Project funding derives from Federal Highway Administration and/or Federal Transit Administration sources, so contractors must comply with 2 CFR 200, Title VI non-discrimination provisions, and the CCRPC Public Participation Plan.
The maximum budget is $200,000, with $100,000 obligated in FY27 and the remainder in FY28. Work concludes no later than winter 2028, with milestones of a Draft Conceptual Plan on June 30, 2027, a Preferred Concept on October 1, 2027, a Draft Center Plan on December 15, 2027, and a Final Plan for Adoption on February 1, 2028. Consultant interviews are scheduled for December 7–11, 2026, selection is anticipated by December 16, 2026, and contract execution is targeted by December 31, 2026.
The technical proposal is limited to 15 pages plus up to 5 additional pages for team member experience summaries. It must include a cover letter, project abstract, detailed methodology, key staff qualifications, a timeline with labor hour allocation tables and a Gantt chart, and three professional references. The cost proposal is submitted separately and must detail personnel hours and costs per task, direct expenses, overhead rate, and fee for the prime consultant and any subconsultants. Evaluation totals 100 points: 60 for demonstrated understanding of the project, approach, methodology, and scope responsiveness; 30 for relevant firm experience and key staff qualifications; and 10 for reference information.
