About this opportunity
California Department of Corrections and Rehabilitation/California Correctional Health Care Services is soliciting proposals for a Dental Registry Network to supply temporary and relief dental staffing across all CDCR institutions, with proposals due October 5, 2026 at 4:00 p.m. Pacific Daylight Time under RFP SD25-00032.
The State requires a minimum of two continuous years of experience delivering full-range dental registry network services for public U.S. entities and two verifiable references within the past five years. A Disabled Veteran Business Enterprise (DVBE) participation preference and a small business or microbusiness subcontracting requirement of at least 25 percent of net proposal price apply. Proposers must submit hourly rate schedules covering Dentists, Registered Dental Hygienists, Registered Dental Assistants, and Certified Dental Laboratory Technicians, with rates subject to minimum and maximum caps varying by tier level and classification (ranging $45–$190 per hour), plus a flat overhead rate per classification that must remain constant across all tier levels. Proposers must also submit a total network implementation cost and must account for inflation, market adjustments, and labor rate changes across all contract periods.
The contract term is 36 months (January 1, 2027 through December 31, 2029) with three optional 12-month extension periods through December 31, 2032. Estimated service hours during the initial term are 24,101 hours for Dentists, 6,053 hours for Registered Dental Hygienists, 52,647 hours for Registered Dental Assistants, and 6,053 hours for Certified Dental Laboratory Technicians. The State retains discretionary authority to increase the agreement amount by up to 25 percent of total cost and may assign or modify tier levels by institution and classification annually without contract amendments.
The contractor must provide implementation plans within 30 days of award and achieve full statewide implementation within four months. Proposal evaluation runs October 7–23, 2026, with intent-to-award notification on October 26, 2026. No incumbent is identified. The State will not guarantee any specific volume of work post-award.
