About this opportunity

The City of Fort Worth is requesting proposals for Residential Plumbing Services for the Water Department on an as-needed basis under RFP 26-0211, with proposals due July 2, 2026. A 30% small business participation goal applies; proposers must submit current certifications from the North Central Texas Regional Certification Agency for eligible small businesses located in Tarrant, Wise, Johnson, Parker, or Denton County.

The scope encompasses residential plumbing labor by licensed master plumbers and journeymen, materials, parts, tools, and equipment for toilet replacements, showerhead installations, minor leak repairs, and detection and repair of leaks within walls or floor slabs. Work is limited to indoor fixtures, water pipes, and main water lines, excluding gas lines, wastewater, and sewer work. Contractors must demonstrate a minimum of two years of experience, maintain a full-time permanent business address, and be reachable by email and telephone. Regular hours are 9:00 a.m. to 4:00 p.m. Monday through Friday, with after-hours work available only with prior written approval. The maximum expenditure per property is $3,000 without prior approval; eligible properties may receive assistance once every 12 months with a maximum of two lifetime visits. All contractor employees require criminal background checks, identification badges, and proof of legal work authorization. Vendors must maintain commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, workers' compensation at statutory limits, and professional liability coverage of $1 million per claim and aggregate.

Pricing shall be submitted as firm-fixed-price quotations with itemized estimates, manufacturer's list price discounts, labor rates, and timelines. Unit prices must include handling, delivery, fuel charges, and certification fees; the City will accept no additional charges. Evaluation criteria on a 100-point scale include cost (up to 20 points), small business participation (up to 20 points), qualifications and experience (up to 25 points), ability to meet City needs (up to 20 points), and method of approach (up to 15 points). Proposals scoring less than 50% on non-price factors are subject to disqualification. The initial contract term is one year with options to renew for up to four additional one-year periods under identical terms. Payment terms are Net 30 Days. Proposals must be submitted electronically through the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities.
