An MBE participation goal of 15% of total contract dollar value applies, with bonus points available for certified minority business enterprise participation.

The platform must deliver age-appropriate SEL lessons and activities; tiered interventions aligned with Multi-Tiered System of Supports (MTSS) and Positive Behavioral Interventions and Supports (PBIS) frameworks; evidence-based drug prevention and intervention modules in English and Spanish; professional development and training for educators; data dashboards and outcome tracking; and integration with district systems including Clever. Vendors must complete a Data Privacy and Security Agreement (DPSA) with detailed data schedules, security standards, and subprocessor documentation, and must maintain Cyber Liability Insurance of at least $1 million per occurrence and provide current SOC 2 Type 2 certification or active ISO/IEC 27001 certification.

The initial contract term is three years with two optional one-year renewal periods, non-exclusive, with no guaranteed usage. The cost proposal must include fully loaded pricing for Years 1–3 and separate pricing for optional Years 4–5, with per-school licensing (maximum 200 schools) and per-student pricing models. All pricing must remain fixed for the full contract term unless explicitly escalated. Vendors must submit financial statements from the last two calendar years.

Evaluation criteria include eligibility and qualifications (5%), technical approach (20%), capacity and staffing (10%), past performance and references (15%), vendor demonstration (15%), implementation and support plan (10%), data management and assessment (10%), and cost proposal (15%), with 5 bonus points for MBE participation. Questions were due February 18, 2026. Selected vendors must participate in a Zoom-based platform demonstration, with award contingent on reference verification and Board approval.
