About this opportunity

The City of Fort Worth's Purchasing Division is soliciting proposals under RFP 27-0009 for a HUD PRO-Housing pattern book for its Neighborhood Services Department, with proposals due December 3, 2026. A 30% small business participation goal applies, requiring at least 30% of the awarded contract value to be subcontracted or spent with certified small business firms located in Tarrant, Wise, Johnson, Parker, or Denton County. Failure to complete the Small Business Utilization Form or to submit current certifications for all listed firms may result in zero points for that criterion.

The deliverable is a pattern book of at least twelve pre-approved housing patterns, including single-family, duplex, small multifamily up to two stories, townhomes, cottage homes, and accessory dwelling units, with a minimum of three elevation types per plan. Each pattern includes floor, structural, and MEP plans, exterior elevations, site layouts, ADA-accessible options, and baseline construction cost ranges. The book must be print- and digital-ready and align with Fort Worth's zoning, subdivision, and building codes. Pricing must include purchase of the intellectual property so Fort Worth residents can use the plans at no cost. Minimum qualifications require prior pattern book experience, ideally for municipalities or involving HUD Community Development Block Grant requirements, and active System for Award Management (SAM) registration. The project is subject to Code of Federal Regulations (CFR) 25 and CDBG requirements. Completion is expected six to eight months after award, and the project draws on $5 million in HUD PRO-Housing grant funds.

Evaluation is best value, with a minimum score of 50% of non-price points required for award consideration. Weighted criteria are Related Experience and References (up to 25 points), Project Approach (up to 25 points), Small Business Utilization (up to 20 points), Quality of Past Work (up to 10 points), Local Zoning/Infill Knowledge (up to 10 points), and Cost (up to 10 points). Proposers must submit pricing via Bid Table BT-78JN and submit proposals electronically through the Euna Portal. Proposals will be publicly opened at Fort Worth City Hall at approximately 2:00 PM after the close date, and proposals remain valid for 180 calendar days. Proposers must also state whether they would extend all terms, conditions, specifications, and pricing to other governmental entities participating in the contract.
