About this opportunity
The City of Cleveland, Georgia is soliciting sealed proposals for furnishing, delivery, installation, and completion of playground equipment and safety surfacing at two city-owned parks, with site visits beginning October 26, 2026 and proposals due November 20, 2026 at 3:00 p.m. A mandatory site visit certification is required of proposers. The solicitation names no set-aside, preference program, or sole-source intent.
Scope covers commercial-grade playground equipment, safety surfacing systems, equipment foundations and anchoring, accessibility components, delivery, installation, safety inspection, and cleanup at Woodman of the World City Park and Talon Village Pocket Park. Installations must comply with CPSC, ASTM, ADA, and Georgia building and safety requirements. A certified playground safety inspector must conduct final inspection and field testing before the City accepts the work. The selected proposer must supply all labor, materials, permits, and transportation.
The total maximum project amount is $400,000 for both locations combined. Pricing must be broken out separately for each location by equipment, safety surfacing/system, installation, and other installation-related work. Removal and disposal of existing equipment is a separate optional line item. Required insurance is $1,000,000 commercial general liability per occurrence, $1,000,000 automobile liability, and $2,000,000 umbrella/excess liability, plus workers' compensation as required by Georgia law. Bid/proposal bonds of 5 percent and performance and payment bonds of 100 percent may be required.
Award is based on best overall value to the City, weighing multiple evaluation criteria rather than lowest price alone. The City may award in whole or in part, negotiate with the highest-ranked proposer, reject any or all proposals, and reduce scope based on available funding. Written questions are due November 6, 2026.
