About this file
Summary
This Request for Proposals (RFP) is issued by the City of Cleveland, Georgia, soliciting sealed proposals from qualified playground equipment manufacturers, suppliers, installers, and contractors for furnishing, delivery, installation, and completion of playground equipment and safety surfacing at two city-owned park locations: Woodman of the World City Park and Talon Village Pocket Park. The scope encompasses commercial-grade playground equipment, safety surfacing systems, equipment foundations and anchoring, accessibility components, delivery, installation, safety inspection, and cleanup. Site visits begin October 26, 2026, with a written questions deadline of November 6, 2026. Proposals are due November 20, 2026, at 3:00 p.m., with opening scheduled for 4:30 p.m. the same day. The City will conduct a mandatory site visit certification requirement, and project completion timing is to be determined based on the selected proposal. The contract award will be based on best overall value to the City, considering multiple evaluation criteria rather than lowest price alone.
The total maximum project amount available is $400,000 for both locations combined. Pricing must be provided separately for each location, broken down by equipment, safety surfacing/system, installation, and other installation-related work, with removal and disposal of existing equipment as a separate optional line item. The City reserves the right to award the project in whole or in part, negotiate with the highest-ranked proposer, reject proposals, and reduce scope based on available funding. The successful proposer must provide certificates of insurance with minimum coverages of $1,000,000 commercial general liability per occurrence, $1,000,000 automobile liability, and $2,000,000 umbrella/excess liability, along with workers' compensation as required by Georgia law. Bid/proposal bonds of 5 percent and performance and payment bonds of 100 percent may be required. All playground equipment and installation must comply with applicable CPSC, ASTM, ADA, and Georgia building and safety requirements, with a certified playground safety inspector required to conduct final inspection and field testing prior to acceptance.
