About this opportunity

The State of Oregon, acting through the Department of Oregon State Police, is seeking proposals for the comprehensive overhaul of an aging ocean water patrol vessel primarily used for fisheries enforcement. The Request for Proposal (RFP) requires a complete repair and upgrade of the vessel's critical systems, including engines, transmission, steering/propulsion, fuel, electrical, plumbing, and auxiliary systems. Key deliverables include a fully refurbished vessel that meets the agency's operational requirements for maritime law enforcement. Proposers must submit a detailed price proposal, key personnel resumes, and a project implementation plan. The evaluation criteria will assess the proposer's understanding of the scope of work, ability to meet technical requirements, and proposed project plan. Critical dates for this solicitation include a mandatory pre-proposal conference on August 3, 2022, a question/clarification deadline of August 10, 2022, and the proposal due date of September 9, 2022. Proposals must remain valid for 90 days after the closing date, and the agency anticipates awarding a single contract for this one-time purchase.

The solicitation includes specific provisions for disadvantaged business enterprises, requiring proposers to develop a Certified Disadvantaged Business Outreach Plan that identifies subcontracting opportunities for minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. The RFP encourages participation of certified small businesses and may provide preferences for Oregon-based goods and services. Proposers must complete a comprehensive responsibility inquiry, disclosing any criminal or civil charges, contract disputes, or financial difficulties from the past 3-5 years. The proposed budget for the project is $800,000, with an additional estimated trade-in value of the current vessel between $350,000 and $375,000. Potential vendors must possess appropriate licenses, insurance, and registrations, and may be required to provide a current Pay Equity Certificate. The solicitation is open to businesses registered to operate in Oregon, with a focus on promoting equal opportunity and business inclusion.
