About this file

The document provided contains the meeting minutes from a pre-proposal conference for two concurrent solicitations issued by the Oregon State Police. The first solicitation, OregonBuys Bid # S-25700-00003668, is for the repair and upgrade of the current vessel, while the second solicitation, OregonBuys Bid # S-25700-00003670, is for the purchase of a new vessel and the use of the current vessel as a trade-in. The purpose of the meeting was to provide an overview of the project, discuss the proposal requirements, and address any questions from the attendees, which included representatives from various marine service providers.

The project is focused on the Agency's ocean water patrol vessel, which is primarily used for fisheries enforcement. The proposed budget for the project is $800,000, plus the trade-in value of the current vessel, which is estimated to be between $350,000 and $375,000. The agency noted that the current vessel's engines have approximately 3,449 and 3,510 hours of use, and there are no restrictions on the length of the new vessel. The agency also emphasized that the busy season for the vessel is from May through September, and that the vessel can be out of service for the required refit without a specified time cap.

QUESTIONS AND ANSWERS FROM MEETING:

1. Completion time expectation?

a. All work and delivery needs to happen no later than June 30, 2025.

a. Per 2021 Survey information the value between $350,000 to $375,000.

3. What is the estimated budget for the project?

a. Budget is $800,000 plus the value that can be collected from the Guardian as a trade in.

b. Starboard side- 3510 hours

6. On a new vessel, can it be longer?
