About this opportunity

RFP OD-441-26, issued by the City of O'Donnell on behalf of the Purchasing Cooperative of America (PCA), seeks qualified vendors to supply books and educational materials through an Indefinite Delivery Indefinite Quantity (IDIQ) contract to PCA Members across the United States. The solicitation encompasses a comprehensive range of products including fiction and non-fiction books, textbooks, dyslexia-specific materials, digital readers, talking books, instructional materials, games, adult education materials, foreign language books, and braille and large print books. Vendors must be experienced in providing these products to public sector entities and must demonstrate compliance with all federal, state, and local laws, including Davis-Bacon prevailing wage requirements where applicable. Required qualifications include maintaining comprehensive insurance coverage with minimum limits of $1,000,000 general liability per occurrence and $1,000,000 auto liability, and providing at least three professional references from customers served within the last two years, preferably from public sector entities. Vendors must submit responses through the Euna platform in seven steps, including Form A (Offer Acceptance & Contract Signatures), Forms B through I (addressing addenda, certifications, tax identification, debarment status, and vendor questionnaires), and Form J (company logo), followed by responses to scope and specifications and pricing proposals. A pre-proposal meeting is scheduled for Tuesday, April 7, 2026, from 10-11 a.m. CT via online training (RSVP required to pcamerica@pcamerica.org), the deadline for submitting questions is Tuesday, April 28, 2026, at 11 a.m. CT, and proposals are due Tuesday, May 5, 2026, at 11 a.m. CT, with contract award anticipated in July 2026.

PCA Members eligible to utilize resulting contracts are public sector entities including educational institutions, governmental agencies, and non-taxed non-profit organizations throughout the United States and U.S. Territories that operate under intergovernmental joint powers statutes in their respective jurisdictions; no set-asides or disadvantaged enterprise designations are specified in this solicitation. There are no incumbent contractors listed for this requirement. Vendors must provide their best pricing submitted as percent discounts off published catalogs or price lists, or as online pricing with access credentials, and must include a three percent (3%) PCA Administrative Fee as overhead costs on all invoices, exclusive of applicable taxes. The initial contract term is one year with PCA's option to renew for four additional one-year terms at its sole discretion, for a maximum five-year contract duration. The maximum annual aggregate contract price per PCA Member per year is $100 million, though this represents the ceiling for individual members rather than a total procurement value. Vendors are not required to supply all products or services listed in the RFP and may propose additional "Value Add" items beyond those specified, and manufacturers may authorize dealers to sell under the contract provided an authorized dealer list is submitted with the proposal.
