About this opportunity
The Brunswick-Glynn Joint Water and Sewer Commission (JWSC) is soliciting Progressive Design-Build (PDB) proposals for electrical system rehabilitation and SCADA installation services across multiple water production facilities in Glynn County, Georgia. The procurement encompasses the rehabilitation or replacement of three complete electrical systems at ten Water Production Facilities (Golden Isles 1 & 2, FLETC, I-95, Brunswick Villa, Brookman, Fancy Bluff, Hampton, Harrington, Airport, and Mallery) and the construction, installation, and programming of nineteen SCADA remote terminal units at these facilities plus eight Elevated Storage Tanks throughout the county. The two-phase delivery method requires Phase One services including design development, alternatives evaluation, cost modeling, constructability review, permitting assistance, risk assessment, and GMP development, with Phase Two encompassing final design completion, equipment procurement, construction, commissioning, and closeout. Key requirements include demonstrated experience with water production SCADA design and implementation, submission of at least three completed projects from the past five years in the Southern United States (with at least two being publicly owned water design-build projects maintaining existing operations during construction), an Experience Modification Rate (EMR) less than 1.0, and key personnel with minimum ten years' experience in SCADA and electrical systems design and construction. Selection criteria are weighted as follows: team qualifications (30 points), technical approach (25 points), project management approach (20 points), relevant project experience (15 points), and fee proposal (10 points). Critical deadlines include a mandatory pre-proposal meeting and site visit on February 24, 2026, at 10:00 A.M. EST at 161 S Harrington Road, St. Simons Island, Georgia (with pre-registration required by February 23, 2026), preliminary questions due by February 21, 2026, at 12:00 NOON EST, final questions due by March 3, 2026, at 12:00 NOON EST, and proposals due by March 24, 2026, at 12:00 NOON EST. Phase One services must be completed within 120 days of agreement execution.
Proposers must submit five paper copies and one electronic version on flash drive, with price proposals in a separate sealed envelope accompanied by a bid bond of not less than 5 percent of the proposed Design Services Price. Financial requirements include submission of two years of reviewed financial statements and proof of aggregate bonding capacity of at least $5 million with single project minimum bonding of $2 million. Selected Design/Builders must comply with Georgia security and immigration requirements, provide e-verify verification, maintain a drug-free workplace, and meet equal employment opportunity standards. Upon selection and successful GMP negotiation, the Design/Builder will execute Phase Two services under an amended contract with Performance Bond and Payment Bond requirements equal to 100 percent of contract price. The RFP does not specify set-asides for disadvantaged enterprises or restrictions on organization types, though all respondents must meet the stated experience and financial qualifications. The total project budget is approximately $2.6 million, including Owner's professional advisory services and other project costs, with JWSC Commission approval anticipated by April 16, 2026, contract execution by May 29, 2026, and Notice to Proceed expected in June 2026.
