About this opportunity
The Brunswick-Glynn County Water and Sewer Commission (JWSC) has issued Request for Proposal (RFP) No. 26-002 for 2025 Smoke and Dye Testing Services, seeking a contractor to conduct comprehensive sanitary sewer system investigations across three service districts: St. Simons Island, Brunswick Mainland, and South Mainland. The project encompasses approximately 965,906 linear feet of sanitary sewer main pipeline, with specific requirements including 65 dye traces and 65 dye floods to identify inflow sources, cross-connections, and system defects. Proposals are due by September 10, 2025, at 12:00 NOON EST, with an optional pre-proposal teleconference scheduled for August 21, 2025. The evaluation criteria will consider recently completed projects (25 points), project approach and deliverables (50 points), and pricing (25 points). The contract period is anticipated to run from September 18, 2025, to March 20, 2026, with testing to be completed by March 20, 2026, and comprehensive inspection reports due by June 20, 2026.
The JWSC requires proposers to submit a detailed description of services, a not-to-exceed cost estimate, project timeline, and a sample package of deliverables. Contractors must provide performance and payment bonds, each equal to 100% of the contract amount. The commission reserves the right to reject any or all proposals and will make an award based on the most advantageous proposal, considering factors such as the firm's qualifications, financial ability, and compliance with equal employment opportunity requirements. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the RFP suggests a comprehensive and competitive selection process. The project is funded through JWSC rehabilitation and repair reserves, subject to fund availability. Though no incumbent vendor is identified, the scope suggests this is likely a recurring or cyclical maintenance and assessment contract for the water and sewer infrastructure in Glynn County, Georgia.
