About this opportunity

The City of Orange Beach, Alabama is soliciting competitive proposals from qualified financial institutions to provide municipal commercial credit card and expense management services, with proposals due September 21, 2026 and a City Council award decision scheduled for October 6, 2026.

The City currently maintains 37 active credit cards with an initial aggregate credit limit of approximately $800,000, expandable as operational needs require. Historical spending data shows average monthly credit card expenditures of $38,672 (July–December 2025) and $46,133 (January–July 2026), with anticipated large recurring municipal expenditures such as waste services bills averaging approximately $250,000 per month. The City seeks a financial institution capable of providing competitive rebate terms, sufficient purchasing capacity for large transactions, comprehensive online account management, electronic receipt and expense management, robust reporting capabilities, fraud prevention and security, travel authorization functionality, and implementation and training support.

The City's desired financial terms include a competitive cash rebate with monthly payment frequency at a benchmark of 1.50% on standard spend, replacing the current annual rebate structure. Proposals must address rebate percentages, tiered structures, excluded categories, calculation methodology, payment frequency, minimum requirements, annual and monthly maximums, expiration provisions, applicable fees, and eligibility conditions.

The evaluation scoring matrix weights rebate and financial benefit at 25 points, technology and expense management at 15 points, fees and overall cost at 10 points, credit capacity and large-purchase capability at 10 points, fraud prevention and security at 10 points, OpenGov integration and reporting at 10 points, customer service and local support at 5 points, travel authorization and management at 5 points, governmental experience and references at 5 points, and implementation and training at 5 points. Each proposer must submit a complete draft contract, financial response form, technology capability form, implementation and training details, and at least three governmental or municipal references. Contact the City's Finance Department (Bill Fetner, 251-981-6783) regarding business licensing requirements.
